Pre-solicitation Notice – B407 Blast Room Ventilation

GENERAL IFB, TOTAL SMALL BUSINESS SET-ASIDE

NAICS Code: 238220 – Plumbing, Heating and Air-Conditioning Contractors

The 130th Airlift Wing Contracting Office in Charleston, West Virginia intends to issue an Invitation for Bids to award a single firm fixed-price contract for the instillation of ventilation in Building 407 bead blast room. The existing vacuum pump that penetrates the roof, shall be removed and all roof penetrations shall be patched and repaired according to roof manufacturers’ recommendations. The Contractor shall install a new ventilation system for the media blasting room according to the contract drawings and the following principle features:

1. The system shall consist of installing two (2) HEPA Filter housings with installed HEPA filter above media blasting cabinets. Each HEPA filter housing shall be connected to an in-line exhaust fan with a minimum flow rate of 418 CFMs with installed HEPA filter. The duct shall be routed overhead in the ceiling and exit out the building soffit.


2. The Contractor shall provide a wall mounted On/Off switch that operates both in-line fans simultaneously, and wall mounted emergency shutoff button. The On/Off switch shall have the following characteristic, when placed in the “off” position, fans will be placed on a timer and continue to exhaust for a period of 3 minutes.

This project is set aside 100% for Small Businesses. The North American Industry Classification System (NAICS) Code is 238220, with a small business size standard of $19,000,000. The magnitude of construction is between $25,000 and $100,000 IAW FAR 36.204(b). The contract duration is 30 days after notice to proceed.

All firms or interested parties responding must be registered with the System for Award Management (SAM).

The tentative date for issuing the solicitation is on-or-about 7 May 2024. The tentative date for the pre-bid conference is on-or-about 22 May 2024, 9:00AM local time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 24 May 2024 via email to Maj Sam Stuck at samuel.stuck@us.af.mil.
