The purpose of this Request for Proposal (RFP) ) is to competitively procure, via Lease, the use of approximately 27,300 SF of climate controlled, secure industrial space for the U.S. Navy to accommodate fabrication, repair and installment of containment items for Shop 75 (Sail Loft) located at Portsmouth Naval Shipyard (PNSY) Kittery, Maine. This space may be situated on a separate floor or combined on a single floor. The proposed lease term is anticipated to start no later than August 1, 2024 with an occupancy date at any time thereafter but on or about November 1, 2024.
The successful Offeror will be required to meet the minimum warehouse requirement as stated in this RFP, and is requested, but not required, to perform, at the Government’s expense, any necessary site improvements in order to meet the technical requirements identified in Attachment 2 Site Improvements. If the Offeror declines to perform these site improvements, then the Offeror shall allow the Government to make the necessary improvements through a Navy contract. Offeror(s) willing to perform the site improvements and providing a price proposal for the site improvements will receive preference in regard to lease award.
Offers must be received by the Navy no later than 12:00 PM Eastern Standard Time on May 24, 2024. Five (5) complete, hard copies AND one (1) electronic copy are required. Offers are to be submitted to the Real Estate Contracting Officer at the following address:
