Description

The Naval Air System Command (NAVAIR) intends to award a sole source, cost plus fixed fee price, Basic Ordering Agreement (BOA) order to BAE Systems Information and Electronics of Greenlawn, New York. The effort is to implement the capability to disable the RT-1912(C)/APX and RT-1912A(C)/APX MODE-S operation while maintaining the required TCAS interface for Traffic Advisories (TA) only. The software development and testing is to verify the AN/APX-123/123A v7.3x remains compatible with TCAS equipment and remains compliant with AIMS 03-1000B Amendment 1.



This effort is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". BAE, as the sole designer, developer and manufacturer of the AN/APX-123, is the only company with the unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data required to perform these requirements.
