New Castle County is seeking sealed bids for GENERAL CONTRACTORS FOR NEIGHBORHOOD
STABILIZATION PROGRAM, BID # 25A-101.
Interested parties are asked to submit proposals to New Castle County, Procurement Division,
New Castle County Government Center, 87 Reads Way, New Castle, DE 19720, stating their
interest and qualifications. Proposals must be received by 2:00 pm on Wednesday, May 8,
2024 and must include one (1) printed hard copy and one (1) USB drive containing an electronic
version of the proposal within a sealed envelope. The electronic submission will be considered
the original, and must replicate the printed hard copy, with all appropriate signed
documents. If there are any discrepancies between the two submissions, the original
(electronic) submission is considered the official version for purposes of evaluation. The hard
copy is only reviewed if the electronic version cannot be viewed due to a technical issue.
Delivery Method for Bid Submission Options:
- You can mail your bid submission to 87 Reads Way, New Castle, Delaware. However, it is
recommended to use a carrier that can guarantee delivery and provide tracking
information, so your bid submission packet arrives at the deadline date and time.
- You can deliver your bid submission packet in person prior to the Bid Opening to the
Government Center, located at 87 Reads Way, New Castle, DE 19720 between the hours of
8 a.m. and 3:30 p.m.
You can go inside the building to the lobby area and do either of the following:
1) call a member of Administrative Services at 302-395-5965 from the Lobby
Phone or your cell phone, and have a Procurement representative meet you in the lobby and
accept your bid packet and provide a receipt, or
2) you can ask the Receptionist to contact Procurement.
Please remember on the bid opening date, your bid submission must be turned in no later than
2:00 p.m. on Wednesday, May 8, 2024 to be accepted and you are welcome to attend the bid
opening meeting at that time.

INSTRUCTIONS FOR BID SUBMISSION
Sealed envelopes must clearly display Bid # 25A-101, General Contractors for
Neighborhood Stabilization Program in the lower left quadrant on the front.
Facsimile transmissions of bids are unacceptable and will be rejected without any notice
to the bidding vendor.
Bidders are responsible to retrieve the bid specifications and all addendums from the
New Castle County Purchasing website at www.newcastlede.gov/Bids.aspx.
Bidders must complete and submit with their proposal both the Non-Collusion
Statement/Signature Page and the Authorized Representative Procurement Affidavit
which are located as the final pages of the bid specifications. Failure to sign and return
these documents could result in your bid submission being rejected.
Pursuant to New Castle County Code and Delaware Law, each bidder must submit proof
satisfactory to the County or its designated representative that the bidder and every
subcontractor possesses valid and effective licenses required by the United States, State of
Delaware, County and any applicable political subdivision in which the project is located to do
business within each such jurisdiction and to perform the labor and/or supply the materials
involved in the performance of the contract. No contract will be executed prior to the
submission of such proof and the acceptance thereof by the County or its designated
representative.
Awards, if any, will be made in conjunction with the Delaware Code, Subchapter 2, Chapter 69,
Title 29, and the New Castle County Code.

SUMMARY OF PURCHASING REQUEST
SCOPE OF WORK | SPECIFICATIONS
GENERAL:
New Castle County's Department of Community Services is seeking bids for General Contractors
for home rehabilitation and redevelopment under the Neighborhood Stabilization Program
(NSP). The NSP program focuses on rehabilitating abandoned, vacant, foreclosed, or blighted
homes and residential properties, in order to sell or redevelop such homes and properties. The
program may also be used to redevelop demolished or undeveloped properties, including new
construction on previously demolished sites.
The program addresses rehabilitation and redevelopment for individual properties that the
department has previously purchased. Each property will be considered an individual project
and bids will be requested for each project. General Contractors must submit a response to this
bid and be awarded to qualify to bid on individual properties.
In all cases, vendor must receive prior written approval from Department of Community
Services before beginning any work.
Vendors will be responsible for all required permits and inspections.
REQUIREMENTS
1. Applicants are required to submit a general description of their business including
the length of time that they have been in business and type of work that they have
been involved with, as well as a list of references.
2. All applicants must include current Local or State License, including Business,
Plumbing, Electrical, HVAC, Boiler, and/or New Castle County Contractor's license with
their bid submission.

the award.
Vendors may submit sub-contractor's licenses with their bid for the specific trade
listed above.
At the time of bidding on a specific rehab, vendors must resubmit the trade licenses
(Plumbing, Electrical, HVAC, Boiler, and/or New Castle County Contractor's
license).
3. HUD Section 3 Compliance
Section 3 of the Housing and Urban Development Act of 1968, as amended (12 U.S.C.
1701u) (Section 3) requires New Castle County to ensure that employment and other
economic and business opportunities generated by the Department of Housing and
Urban Development (HUD) financial assistance, to the greatest extent feasible, are
directed to public housing residents and other low-income persons, particularly
recipients of government housing assistance, and business concerns that provide
economic opportunities to low and very low income persons.
Section 3 is applicable when the normal completion of construction and
rehabilitation projects creates the need for new employment, contracting or training
opportunities. If the expenditure of covered funding does not result in new
employment, contracting, or training opportunities, the requirements of Section 3
are not applicable.
As a recipient of HUD Community Planning and Development assistance, New Castle
County certifies it will comply with the requirements of Section 3. The requirements of
Section 3 also apply to contractors or subcontractors that receive contracts in excess of
$100,000 for Section 3 eligible projects/activities.

4. EPA Certification
Common renovation activities like sanding, cutting and demolition can create hazardous lead
dust and chips by disturbing lead-based paint, which can be harmful to adults and children. To
protect against this risk, on April 22, 2008, EPA issued the Renovation,
Repair and Painting Rule (RRP). It requires that firms performing renovation, repair
and painting projects that disturb lead-based paint in pre-1978 homes, child care
facilities and schools be certified by EPA, and that they use certified renovators who
are trained by EPA-approved training providers to follow lead-safe work practices.
Under the RRP, contractors must use lead-safe work practices and follow these three
simple procedures: Contain the work area; Minimize dust; Clean up thoroughly.
Individuals can become certified renovators by taking an eight-hour training course
from an EPA-approved training provider.

submitted with the bid documents. Failure to do so will exclude your firm from the

Please Note: Firms and individuals must be EPA RRP certified and submit
certifications with their bid documents.
FUNDING OUT
The continuation of this contract is contingent upon funding appropriated by New Castle
County Council.
