Questions/Clarifications:
1. Q: Is a 2" backflow preventer required? If so, does it require a meter?
A: No, the backflow preventer and meter are already in place inside the building.
2. Q: Are there meters in building and blow-out access?
A: Yes, see above.
3. Q: Is there an existing irrigation system in place that the new one will tie into? Is there an existing
2" stub out for the new irrigation system through the concessions building wall? Is any demo work
required?
A: There is not an existing system, however there is a 2.5” stub out that ends in an irrigation box.
No demo work is required.

4. Q: Please confirm all grades are to remain as shown on the existing conditions plan after the
irrigation system is installed. "Level out high spots and add loam to low spots" refers to
maintaining existing slope only./Can you clarify scope of high and low areas?
A: This refers to returning the field to existing grades; making sure trenches get checked for
settling after backfilling and all excavated soil gets raked out evenly to remove any high spots.
Additionally, any stones over 3/8” unearthed as a result of trenching should be removed from the
top 2” of soil
5. Q: L-4 references irrigation specifications. Can you please provide those?
A: Section 328400 ‘Planting Irrigation’ is part of the RFP & Specification package, it starts on page

6. Q: What agency oversees state ADA requirements?
A: The ADA review is part of the city building permit application process, it is not a separate
application. It is the only part of the city permit fee that cannot be waived.
7. Q: Why were the depressions on the side of the building installed?
A: They were a stormwater requirement for the concessions building, the water will instead be
directed by a shallow grass swale to open lawn area for infiltration.
8. Q: Is there only 1 spray head on the Coolhub Abrio 3?
A: There are multiple heads, (2x ‘soft rain’, 1x Misting, and 2x River Mazes) but only 1 line is
needed to feed into the feature, the plumbing is built internally into the posts and crosspieces.
9. Q: What are the 4 rectangles on the Abrio?
A: These are the included solar panels to power the built-in LEDs. They should be positioned as
shown on L-3 to collect the most sunlight.

2. Funding – ARPA & CDBG
a. Braided Funding – Only Requires One Invoice Copy
3. Bid Bond, Performance & Payment Bonds Required if over $50k
4. MBE/WBE Utilization – 10% MBE/10% WBE – Submit All Paperwork
a. Regardless of whether or not sub-contractors are utilized, the MBE/WBE Waiver Request Form
needs to be signed by the MBE/WBE Outreach Director.
b. The form needs to be sent to mbe-wbe@providenceri.gov for a signature prior to submitting the bid
c. The Parks Department encourages all vendors to seek qualified MBE/WBE Sub-Contractors for
utilization on this project
5. Apprenticeship Requirements
a. Construction contracts of $100,000 or more requires that no less than 15% of the total labor hours
performed by contractors and subcontractors on any given project are to be completed by
apprentices registered in state-registered apprenticeship programs.
b. This requirement pertains to all labor hours for a given project, not just those for new hires.
6. “First Source” Requirements
a. When hiring new workers for a construction project, employers seek to hire Providence residents
when available.
b. If the awarded contractor, regardless of tier, is a signatory to a Collective Bargaining Agreement
that governs the contractor’s hiring and referral process, the contractor must contact both Building
Futures and the local hiring halls to request apprentices or journey workers who are residents of
Providence.
7. Retainage
a. 5% will be held from Pay Requests until project completion
b. Reduction at Substantial Completion (85%) to 2.5%
c. Additional 3% held for out of state contractors
8. Insurance Certificate
a. Issue after Award
b. Shall include: Project Name, City of Providence (and Funder) as ‘Additionally Insured on a primary
but non-contributing basis for General Liability Insurance per Written Contract or Agreement’
9. Permits
a. Contractor’s responsibility to seek out if permit is needed
b. The City Permit Fee will be Waived (contact when submitting)
c. State ADA fee is not waived

17. Waiver of Lien or Release
a. May be Required with certain funding sources for all suppliers and sub-contractors
18. Site Restrictions
a. Access is limited to certain areas
b. Deliveries must be coordinated with project manager
c. Contractor has control of the site from mobilization and until demobilization
d. Owner will be allowed access at all times
