Clemson University seeks an experienced supplier to provide General Facility Maintenance Services as outlined in the attached Specifications or Scope of Work under "Attachments" section. All submissions must be made online. No red lines to the contract will be accepted during the submission process. If there are terms you cannot agree to or wish to have changed. In that case, you must request that by submitting a question or request for modification to the scope to the Procurement Officer during the Deadlines for Question process, and Clemson will consider changes. However, to ensure all offerors offer the same scope, red lines or caveats included in your submission may make your offer non-responsive and unable to be considered . I. Scope of Solicitation
Clemson University seeks bids for General Facility Maintenance, Repair, and Support
Services, referred to hereafter as the Work, at the Clemson University International
Center for Automotive Research (CU-ICAR) campus in Greenville, S. C.
The initial term of this agreement shall be one (1) year from the effective date as
stated on the award document. At the end of the initial term, and at the end of each
renewal term, this contract will automatically renew for a period of one year, unless
Contractor receives notice that Clemson University elects not to renew the contract at
least ninety (90) days prior to the date of renewal. Renewals may be less than, but will
not exceed four (4) additional one (1) year period. The maximum expiration date for
this contract will be no later than five (5) years from the initial start date as shown on
the original statement of award.
Clemson University’s remote locations throughout the State of South Carolina are not
obligated to use services under this contract, although they may choose to do so if
agreed upon by Offeror and the remote locations.
II. Instructions to Offerors
Regardless of specific requirements below or in this document, Offerors are required
to submit their proposal electronically through the Clemson University online bidding
system. To do so you must login (registering first) at
https://clemson.ionwave.net/Login.aspx and follow specific instructions for this
solicitation. You should register several days in advance of the bid closing date so you
can be approved and login in time to submit aresponse.
A. The successful offerors shall provide satisfactory evidence of all required insurance
coverage and licenses PRIOR TO PERFORMANCE.
B. Please follow submittal requirements outlined in the Bid Attributes in the online
bidding system for breakdown of proposals and number of copies that must be
submitted. Link: http://www.paymode.com/clemsonuniversity.
C. Be sure to see the Event Activities in the online bidding system for details on
deadlines for questions and/or pre-bid meetings.
1. Deadline for Questions - Non-mandatory questions shall be submitted in the
online bidding system under the Questions tab by the date and time listed
herein. Answers will be posted in the online system following the deadline date.
All Offerors are charged with a duty to inquire. By submitting an Offer, represents
that the Offeror has read and understands the solicitation and that its Offer is

made in compliance with the solicitation. Offerors are expected to examine the
solicitation thoroughly and should request an explanation of any ambiguities,
discrepancies, errors, omissions, or conflicting statements in the solicitation.
Failure to do so will be at the Offeror’s risk.
III. Scope of Work/Specifications
A. Definitions
1. After Hours – Between the hours of 5:00 PM and 8:00 AM, Mondays through
Fridays, as well as Saturdays, Sundays, and South Carolina State holidays
a. Standard observed holidays are considered after hours.
2. Operation Hours – Between 8:00 AM and 5:00 PM, Mondays through Fridays,
excluding holidays and weekends.
3. Daily Basis – Workdays: Monday through Friday
4. Offeror or Bidder – The legal entity will submit for contracting with Clemson
University for the work described herein.
5. Successful Offeror, Contractor – The successful Offeror awarded to this
contract.
B. Introduction: Some Clemson University locations do not have general
maintenance support. See Section III Scope of Work/Specifications, H. Description
of Facilities. Clemson seeks to supplement these needs with an experienced
supplier.
Work shall include a variety of general maintenance, repair, and support
services for several facilities. Interior and exterior components of buildings and
outdoor site components are included. .
Work tasks will be established per location. (See Section III Scope of
Work/Specifications, I. Description of Facilities.) However, duties will vary but
overall will include, at the least, inspection and a variety of repairs and
maintenance to components of the following:
1. Doors (wood, composite, aluminum storefront, all-glass, steel)
2. Door hardware for the above types of doors
3. Sheet rock repair and patching
4. Painting (minor paint jobs, touch up painting)
5. Repairs and refinishing of wood surfaces
6. Glass and mirrors
7. Restroom partitions and accessories
8. Store front & curtain wall
9. Caulking (windows, doors, joints)

10. Floor coverings (repairing loose edges, reinstalling transition strips and
thresholds)
11. Concrete (minor concrete repair, patching)
12. Various types of insulation
13. Unit pavers (concrete and brick repairs)
14. Metal siding (caulking, refastening loose panels)
15. Signage (adjustments, small installations)
16. Minor furniture repairs
17. Millwork (adjusting cabinet hardware, reattachment of cabinets to walls)
18. Acoustical ceilings (replacing damaged ceiling tiles due to activites or water)
19. Minor masonry work for brick or concrete masonry unit
20. Minor roofing repairs (caulking, very small patching)
21. Fire extinguisher monthly inspections required by the Fire Code of the
building owner, but does not require special licensing.
22. Elevator monthly inspections required by the Elevator Code of the building
owner, but does not require special licensing.
23. Maintaining records of maintenance activities, inspections, repairs, and
service contracts.
24. Documenting any safety incidents, near misses, or hazards identified during
inspections.
25. Keeping track of warranties, manuals, and technical documentation for
equipment and systems.
C. Building Access: The successful Offeror may be issued with building access cards
and keys to certain areas of facilities. Loss of an access card or keys, and the
Contractor shall be responsible for replacing access cards or re-keying facilities in
the event of a loss.
D. Onsite Staff Requirements:
1. The successful Offeror must provide onsite staff with strong communication
and interpersonal skills to interact politely and professionally with Clemson
University faculty, staff, students, visitors, tenants, and corporate partners.
2. Proficiency in English language communication is required for onsite staff
members.
3. Onsite staff are expected to maintain a tidy and professional appearance,
including clean uniforms (if provided), groomed hair, and facial hair.
4. The ability to perform routine support duties accurately, timely, and
independently is essential.
5. Onsite staff should have at least five years of experience in the general
maintenance of higher education facilities and commercial class A office

buildings.
6. Onsite staff must be able to work independently with minimum supervision
and manage their time effectively.
7. Onsite staff must be able to identify problems with campus facilities, seek
solutions, and effectively solve problems.
8. The successful Offer is expected to have one to two employees in many
facilities daily or weekly, with 6-hour days and 30-hour weeks per person
being common.
9. Minimum turnover of staff is required. The consistency of having the same
staff provide service is needed.
10. Contractor shall ensure no personnel work on the University campus, in any
capacity, if they have a felony conviction for drug, alcohol, weapons, sexual
offense, or any other violent crime.
11. In the event that the University determines that the Contractor or its
employees have been remiss in his/her responsibility concerning requests,
safety standards, offensive behavior, rules, and regulations set forth by the
University and/or the Contractor (both written or verbal) the University shall
instruct the Contractor to remove the employee from the University and the
Contractor will comply. Employees so removed may not be reassigned to
University service without prior written approval from the University.
12. Clemson University reserves the right to review potential onsite staff’s resumes
and related work experience upon request and prior to award.
E. Operating Hours & After Hours Requirements:
1. The Clemson University designee shall schedule work in advance and at times
as determined by Clemson University. It is anticipated that most work will occur
during Operation Hours. However, Clemson University reserves the right to
request work to be performed after hours.
2. The Contractor is expected to respond to emergency or urgent events to the
best of their ability.
3. Emergency & Urgent Response Time: The Contractor is required to
communicate with Clemson University’s designee within 45 minutes.
F. General Requirements
1. The Contractor is universally responsible for following all local, State, and
Federal laws, licensing, guidelines, etc. The Contractor’s work performance shall
comply with applicable federal, state, and local laws, rules, and regulations. The
Contractor shall give required notices, procure necessary governmental licenses
and inspections, and pay without burden to Clemson University all fees and
charges in connection therewith unless specifically provided otherwise. In the
event of a violation, the Contractor shall pay all fees and penalties, including
attorney’s fees and other defense costs and expenses in connection herewith.
2. The Contractor shall provide and pay for all materials, tools, equipment, labor,
and professional and non-professional services. The Contractor shall perform all
other acts and supply all other things necessary to perform and complete the

work fully and adequately.
3. Clemson University will issue work requests for specific work under the
awarded contract.
4. The Contractor shall maintain Clemson University’s facilities in a neat and
orderly manner during the entire course of a task or project. Clemson
University’s facilities shall be maintained in broom-clean condition at the
completion of work each day. At the completion of work in each area, the
Contractor will perform a final cleaning of debris prior to moving the
installation crew to the next work area.
5. The Contractor is expected to be able to perform the work with minimal
supervision and should not rely on Clemson University to augment their
resources.
G. Invoices and Quotes:
1. Invoices will be based on the established contract rates submitted by the
Successful Offeror in their bidding schedule.
2. The Contractor is responsible for submitting added work quote requests to the
appropriate Clemson University designee for approval prior to performance.
3. All quotes and invoices must be itemized.
4. Material costs shall be included in all work quotes with a maximum 5% markup.
This shall include all materials necessary to make added repairs or
maintenance,. The 5% markup on materials is a fixed percentage markup for
the validity of this contract.
5. Sub-contracting work under this contract will generally not be allowed. In rare
cases where it is unavoidable, the Contractor(s) must submit a detailed request
to the Clemson designee and receive approval prior to performance. Clemson
University reserves the right to allow the Contractor the ability to subcontract
specific mutually agreed-upon work.
6. Subcontracted work may be marked up no more than 10% by the Contractor.
7. For contractor self-performed work, invoices shall include the hours required
for each item and each item totaled based on the contracted hourly rate.
8. Clemson University reserves the right to verify Contractor costs. This
verification may include but is not limited to materials, services, equipment,
and subcontractor costs.
9. This solicitation is conducted jointly by Clemson University and the Clemson
University Land Stewardship Foundation (CULSF). Both entities shall
represent Clemson University to the Offeror. Clemson University intends to
award the Campbell Graduate Engineering Center (CGEC), Innovation Place,
Center for Emerging Technologies (CET), One Research Drive Building (ORD),
Auto Park (Parking Garage), and Plaza facilities located in Technology
Neighborhood I of the CU-ICAR campus along with the Flex Lab One (FL1)
building in Technology Neighborhood III. CULSF will specifically contract
through subsidiary entities known as LICAM, LLC or LICAR, LLC for the Work.
