1. Introduction:
The Navajo Nation Fiscal Recovery Fund Office (NNFRFO) is currently seeking proposals from
reputable and qualified Public Relations firms to deliver comprehensive PR services for our esteemed
organization. The main goal of this Request for Proposal (RFP) is to identify a vendor capable of
effectively addressing the PR requirements of NNFRFO.
2. Company Overview:
The NNFRFO plays a crucial role as a central hub focused on educating the public about NNFRF affairs,
coordinating, and carrying out NNFRF duties assigned to the Office of the President and Vice President
(OPVP) or the Executive Branch. It ensures timely review of NNFRF eligibility assessments and other
relevant matters by Executive Branch programs, facilitates adherence to the Fiscal Recovery Fund
regulations outlined in the American Rescue Plan Act (ARPA) and Navajo Nation laws, accelerates the
utilization of NNFRF resources, supervises the implementation and completion of NNFRF approved
projects and services, and assists the Office of the Controller in monitoring fund utilization and
submitting accurate ARPA reports to the federal government.

3. Scope of Work:
The selected Public Relations (PR) firm will be responsible for a range of tasks, including but not limited
to the following detailed responsibilities:
a. Developing and implementing a comprehensive PR strategy that aligns with the specific
objectives of NNFRFO, taking into consideration the unique characteristics and goals of the
organization.
b. Managing all aspects of media relations, which involves proactively seeking press coverage
opportunities, pitching compelling stories to media outlets, and effectively responding to media
inquiries in a timely manner.
c. Creating diverse forms of content to support NNFRFO's PR efforts, such as drafting press
releases, articles, blog posts, and other relevant materials that effectively communicate key
messages to target audiences.
d. Handling crisis communication strategies and overseeing reputation management for NNFRFO,
ensuring that the organization's image and messaging remain consistent and positive even during
challenging situations.
e. Managing and engaging with various social media platforms on behalf of NNFRFO, including
developing content calendars, posting updates, responding to comments and messages, and
analyzing social media performance metrics.
f. Providing support and coordination for events organized by NNFRFO, which may involve
assisting with event planning, promotion, and on-site management to ensure successful
outcomes.
g. Delivering detailed reporting and analytics on the performance of PR activities, including
measuring the reach and impact of campaigns, tracking media mentions, and evaluating the
effectiveness of different communication strategies.
h. Assisting NNFRFO in disseminating PR initiatives to the Navajo Nation Chapters, ensuring that
key messaging and updates reach a broad and relevant audience across different community
channels.
4. Proposal Requirements:
Interested firms are required to submit the following information:

a. Firms should provide a comprehensive overview of their company history, mission, values, and
core competencies in the field of public relations.
b. This section should also include a summary of the firm's experience in delivering PR services,

c. Information on the firm's unique selling points, areas of expertise, and any industry

Proposed approach and strategic plan for the Navajo Fiscal Recovery Fund Office:
a. Firms should present a detailed strategic plan outlining their proposed approach to addressing
the communication needs of the Navajo Fiscal Recovery Fund Office.
b. This plan should include an analysis of the current PR landscape, target audiences, key
messaging, communication channels, and measurable objectives.

should be clearly outlined in the proposed approach.

6. Proposal Submission:
Interested vendors are required to submit comprehensive proposals by April 30, 2024, to Lisa Jymm
(Executive Director NNFRFO). Proposals should include:
a. 5 Complete Copies of RFP with 1 Original
b. Cover Letter (1 Page) Signed by the President/CEO/Partnerships
c. Below Items will be 20 Pages (can be double sided, count as 1 page)
d. Qualifications to meet scope of work and capacity of the undertaking. This shall include state
license, the size of the business, office location from which the services are provided.
e. Detailed company profile highlighting relevant experience and expertise.
f. Proposed methodology and approach to PR and Marketing.
g. Work plan outlining tasks, timelines, and deliverables.
h. Budget proposal with a breakdown of costs and fees.
i. Team composition and roles/responsibilities of key personnel, and equipment available.
j. Case studies or references from past monitoring and reporting projects.
