The Houston Housing Authority (HHA), has issued this solicitation with the intent to gage
pricing to replace the security camera system at several properties in accordance with the
requirements and terms and conditions specified herein.
Interested Service Providers who wish to respond to this solicitation must provide the
required documents (per Section 4 Submittal Requirements), to the following individual by
2 P.M. CDT, April 16, 2023:

OVERVIEW
1. Profile of the Houston Housing Authority
1.1 HHA is currently governed by the Housing Authorities Law, codified in the Texas
Local Government Code. It is a unit of government and its functions are essential
governmental functions. It operates and manages its housing developments to provide
decent, safe, sanitary and affordable housing to low-income families, the elderly, and
the disabled, and implements various programs designed and funded by the U.S.
Department of Housing and Urban Development (HUD). HHA is a Public Housing
Agency.
1.2 HHA’s property is used for essential public and governmental purposes, and its
property are exempt from all taxes, including sales tax on all its purchases of supplies
and services.
1.3 HHA enters into and executes contracts and other instruments that are necessary and
convenient to the exercise of its powers.
1.4 HHA maintains contractual arrangements with HUD to manage and operate its Low
Rent Public Housing program and administers the Section 8 Housing Assistance
Payments programs. HHA’s programs are federally funded, and its revenues are
received from federal funds, administrative fees, development grants and rental income.
INTENT
2. HHA is investigating the estimated costs and products available to replace camera security
systems at several properties.

SUBMITTAL REQUIREMENTS
4. General
4.1 All responses must conform to the requirements specified herein:
4.1.1 A cover letter signed by authorized official of the company stating their
experience.
4.1.2 Camera System
Provide details of the camera system that your company can provide. A product
brochure is acceptable. It should detail camera function, picture quality, storage
capabilities, whether it is cloud based or would need to be connected to HHA’s
servers and any other relevant details regarding the systems functions.

4.1.3 Cost
Provide an estimate of all associated costs to install the camera system and other
necessary equipment required for operation per property.
4.1.4 Warranty
Provide your company warranty for the cameras and installation. Information
should outline what is covered under warranty and the warranty term limit.
4.1.5 Long Term Maintenance Agreement
Provide information regarding a long-term maintenance agreement. Service
Level Agreement information should include the term, cost and what is covered
under the agreement.

1 Scope of Work, Specifications & Requirements
The Houston Housing Authority (HHA) is requesting information from qualified firms interested in
providing Indoor and Outdoor IP Security Cameras, Camera Mounting Hardware, a Video
Management System, Support, Maintenance, Warranty, Cabling, and Training. These systems
will replace our current systems at each listed HHA property. This request is for multiple sites and
will need pricing broken down per site.
1.0 Property Locations
This request for information has eight (8) public housing properties. Below is a chart listing each
property and the number of cameras currently located at each site.

1.1 Technical Specifications
1.1.1 Capacity and Scalability
The IP Security Camera solution should be capable of handling 20 or more cameras in the HHA
properties. The solution should have the capability of adding cameras as deemed necessary by
the HHA. The solution may be a cloud or an on-premise system. If the solution is on-premise,
then HHA requests the system be Genetec Security Center version 5.11 or higher.
1.1.2 Indoor and Outdoor Camera
All outdoor cameras should be vandal-proof and anti-vibration compliant. All indoor and outdoor
cameras should have the following specifications at a minimum:
A. Full High Definition (FHD)
B. IP66 Rating to protect against dust and environmental elements
C. IK10 rating for vandal resistant housing
D. Infrared Illumination for night visibility
E. Defocus Detection
F. View DR (120dB) for areas that have lighting differences
G. Capability to produce 30 FPS or more
H. Image stabilizing to reduce blurring
I. Day/Night capability
J. RJ45 Connectivity
K. Power Over Ethernet (PoE)
L. 5-megapixel resolution
M. Must have tamper detection
N. Must have motion detection
O. Capability to record audio
1.2 Video Management System
The proposed solution should describe the administration/management interface that will be used.
Preference will be given to RFIs that demonstrate systems that are easy to use, that have the option to
integrate with Active Directory, have an HTML client, have the ability to record on alarm, supports video
aging, and have the option to search by thumbnails. Additionally, the system must be able to do the
following:
1. Provide multiple levels of administrators that will have varying roles in the system.
2. Provide email notification of critical system events.
3. Has the capability to provide video monitors.
4. Has the capability to view live videos, store and review historical videos for up to 31 days.
There will need to be a video management system for each property. All properties should be able to be
viewed and managed from a central location remotely and on-site.
1.3 Support and Maintenance
The HHA requires 3-years support and onsite support with the option to continue annual support after the
3-year period has ended. The vendor should provide a detailed description of standard and extended
support, maintenance, and the average response time for a support request.
1.4 Engagement Methodology
The HHA is looking for a turnkey solution. The vendor will be responsible for any camera hardware, any
necessary cable runs, providing all necessary power and network hardware, and the installation of
networking equipment at each property. The vendor will be responsible for coordinating with the HHA
Information Technology Department to configure the networking equipment to work with the existing LAN.
