Scope:
The objective of this Request for Proposal (RFP) is to solicit solutions to replace our
existing proprietary employee performance evaluation system. Our goal is to
modernize our current evaluation process by implementing a flexible, user-friendly,
and scalable system that facilitates meaningful feedback and provides a clear
framework for performance assessment.
TITLE VI SOLICITATION NOTICE:
UMC, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78
Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all

Proposals submitted electronically through NGEM are due NO LATER THAN 3:00 P.M. PST ON MAY 2, 2024.
“Submitted” means that the Proposer has: 1) provided all required responses and attachments; 2) digitally signed the
Proposal on the Response Submission Tab; and 3) received a confirmation after clicking the Submit Response button.
After the deadline has passed, the NGEM system will not allow a Proposer to submit a Proposal and the server clock
will govern. Partial RFP responses will not be accepted.
