The authority is seeking to establish a framework agreement to cover the period academic years of 2018/19 and 2019/20 to provide funded early learning and childcare places in North Lanarkshire.

Service Providers appointed to the framework will be required to offer placements of up to 600 hours per child.

Establishments proposed by any potential framework provider must be based within North Lanarkshire area.

II.2.4) Description of the procurement:

This framework is for external providers to offer funded early learning and childcare placements of up to 600 hours per child. The framework will cover the academic years of 2018/19 and 2019/20.

? Children who will be 3 years of age between 1 March and the start of the new school session in August may start nursery at the start of the new school term in August;

? Children who will be 3 years of age between the start of the new school session in August and the last date in February of the following year may start nursery the day after their third birthday;

? Children whose birthdays fall in January or February and whose parents or guardians want to defer their child's entry to school.

Providers will require to maintain a minimum of Level 3 Grading with the Care Inspectorate.

The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason:

The requirements of the framework needs providers to be registered with the Care Inspectorate and assessed to Level 3. This would not be an expected outcome for sub-contractors as submissions are expected from mainly small to medium enterprises from both the private/independent and voluntary sectors.

The Contracting Authority does not intend to include any community benefit requirements in this contract for the following reason:

The framework aggregated value is estimated at 8 000 000 GBP but the call offs from the framework is likely to be low value and driven by parental choice.

Submissions are expected from mainly small to medium enterprises from both the private/independent and voluntary sectors and as a result to expect service providers to commit to community benefits is not feasible.
