Essex County Council is seeking to award a contract for the design, development, and operation of two Independent Living (aka Extra Care) schemes in two locations in Essex.

This procurement seeks to identify a bidder to undertake the development and operation of buildings on ECC land, and to provide an on-going care service to the residents of the scheme. In exchange ECC will be granted nomination rights to the scheme and be able to place Adults to receive care services from the on-site provider.

The procurement is divided into two lots; Lot 1 ? Coppins Court, Clacton-on-Sea and Lot 2 ? Hillhouse, Epping Forest. Bidders are able to bid for both lots concurrently or only a single lot.

This scheme requires further design to be undertaken by the bidder in conjunction with the Essex Independent Living Design Guide. All planning and design documents are appended to this procurement within the procurement documents.

This procurement process will be conducted over two stages.

The first stage will be the Standard Selection Questionnaire stage. All bidders are required to complete the SSQ documents and return these to ECC by the date stipulated. The SSQ will be the same for both lots, so bidders are only required to complete one SSQ to be able to bid on both lots. This will be assessed on a pass / fail basis and bidders who fail this stage will be excluded and cannot participate further in the process.

Stage two will be the Invitation to Tender, and the bidders who have passed the SSQ stage will be invited to bid for both lots. Bidders are not obligated to bid for both lots, and bids will be accepted for individual lots.

Bids will be assessed independently for both lots; one bidder may win both lots.

The winning bidder will be required to manage and fund the design, development and operation of the Independent Living scheme; ECC will not provide any additional funding to the winning bidder aside from the land and any subsidy awarded through the tender process. The bidder will be required to design and develop the scheme in compliance with the Development Agreement incl. in the procurement documents

The winning bidder will be required to operate the scheme and provide a care and support service in compliance with the specification. The bidder and ECC will enter into a 75 year Operational Agreement that allows ECC nomination rights to 50 % of units within the scheme and the ability to call off care services.
