(a) DUAE poate fi accesat (in vederea completarii si depunerii) de la adresa https://ec.europa.eu/growth/tools-databases/espd/filter Instructiuni privind completarea DUAE sunt disponibile la adresa www.e-licitatie.ro (potrivit prevederilor art. 202 din Legea 99/2016, entitatea contractanta va accepta in cadrul ofertelor Documentul Unic de Achizitie European in locul documentelor solicitate in vederea demonstrarii cerintelor de calificare, ca dovada preliminara). Documentele justificative care probeaza indeplinirea celor asumate prin completarea DUAE urmeaza a fi prezentate, la solicitarea entitatii contractante, doar de catre ofertantul clasat pe primul loc in clasamentul intermediar intocmit la finalizarea evaluarii ofertelor.

(b) Pentru transmiterea solicitarilor de clarificari sau informatii suplimentare privind documentatia de atribuire, operatorii economici vor transmite solicitarea prin intermediul SEAP, pana la data limita de depunere a ofertelor/candidaturilor prin accesarea sectiunii dedicate ?Intrebari din detaliul procedurii de atribuire/lotului aflate in desfasurare. Transmiterea raspunsului la solicitarile de clarificari va avea in vedere termenele prevazute la art. 172-173 din Legea nr. 99/2016. Raspunsurile la solicitari de clarificari se vor posta in SEAP intr-un document atasat documentatiei de atribuire si fac parte integranta din documentatia de atribuire.
(c) Toate documentele aferente ofertei transmise de ofertanti vor fi semnate cu semnatura electronica extinsa, bazata pe un certificat calificat, eliberat de un furnizor de servicii de certificare acreditat.
(d) In urma finalizarii fiecareia dintre fazele de verificare, entitatea contractanta comunica fiecarui ofertant ce a fost respins motivele care au stat la baza acestei decizii, iar celorlalti faptul ca se trece la faza urmatoare de verificare. Transmiterea catre ofertanti a rezultatului evaluarii fazei precum si a motivelor de respingere se va face prin accesarea sectiunii ?Intrebari- din detaliul anuntului de participare/anuntului simplificat si incarcarea documentului, semnat cu semnatura electronica extinsa, intitulat ?Rezultatul fazei de evaluare.
(e) Pentru vizualizarea documentatiei de atribuire incarcate in SEAP este necesara instalarea unui program pentru vizualizarea fisierelor semnate electronic (disponibil gratuit pe site-urile furnizorilor de semnatura electronica).
f) In cazul in care se constata ca ofertele clasate pe primul loc au preturi egale, pentru a departaja ofertele, autoritatea contractanta va solicita clarificari prin intermediul SEAP, in vederea incarcarii electronice de catre operatorii economici de documente care contin noi preturi.
