NOPII-kommunerne nsker at gennemfre et udbud pa en innovativ totallsning til medicinhandtering til borgere i eget hjem. Udbuddet tager afst i flgende formal:

1. At ge livskvaliteten for borgere i eget hjem, der modtager hjlp til tryghed og overblik vedr. dosering, fysisk greb om pillerne, kognitivt styr pa piller og kompetence om korrekt ophldning og indtagelse af medicin.

2. At den sundhedsfaglige kvalitet ges samtidigt med at omkostningerne vedrrende dispensering og medicinadministration reduceres.

Lsningen skal forholde sig til medicinens rejse fra ordinering til indtagelse af borgeren. Der er srlig fokus pa en teknologisk lsning, som kan skabe en sammenhngende og sikker medicinhandtering, samt en smartere made at dispensere og administrere medicin pa. Den udbudte kontrakt er et faseopdelt samarbejde om frdigudvikling af lsningen (fase 1) og levering af en totallsning (fase 2) inden for visiteret hjlp til medicinhandtering i borgernes hjem.

Udbuddet vil blive gennemfrt som et udbud med forhandling med udgangspunkt i en funktionsbaseret behovsbeskrivelse. Der udbydes en kontrakt med 2 faser: en testkontrakt og option pa forsat samarbejde med implementering og drift af den valgte lsning. Testkontrakten indgas mellem alle NOPII kommuner og den valgte leverandr. Udnyttes optionen pa fortsat samarbejde indgas separate kontrakter mellem de enkelte NOPII kommuner og den valgte leverandr.

Den udbudte korntakt omhandler leje/brugsret til den valgte lsning.

Det fulde udbudsmateriale samt sprgsmal og svar offentliggres pa adressen http://nopii.vesthimmerland.dk/

Hensigten med dette udbud er at finde en forbedret og mere bredygtig lsning end manuel medicinhandtering og dosispakket medicinhandtering.

Der vil i begge faser kunne ske videreudvikling af den tilbudte lsning.

Udbuddet gennemfres som et udbud med forhandling i overensstemmelse med reglerne i udbudslovens 61-66.

De ansgere der prkvalificeres (tilbudsgiverne) skal afgive et indledende tilbud, der danner grundlag for forhandlingerne. Der gennemfres som udgangspunkt et forhandlingsmde, samt en demonstration af den af tilbudte lsning. Herefter tilretter ordregiver udbudsmaterialet pa baggrund af forhandlingerne, og tilbudsgiverne afgiver et endeligt tilbud. Ordregiver forbeholder sig ikke ret til at tildele kontrakten pa baggrund af tilbudsgivernes indledende tilbud.

Formalet med forhandlingerne er, at tilbudsgiverne far adgang til at give deres bemrkninger til udbudsmaterialet, at optimere deres tilbud, og at tilbudsgiverne afgiver konditionsmssige tilbud. Derudover er formalet med forhandlingerne ogsa, at ordregiver far mulighed for at tilrette udbudsmaterialet med henblik pa at optimere konkurrencen i udbuddet.

Ethvert tilbud, der indleveres til tiden, kan deltage i den efterflgende forhandling, uanset om tilbuddet er konditionsmssigt.

Der ydes ikke vederlag til tilbudsgiverne for deltagelse i forhandlingerne.
