Omlgning af ledninger i forbindelse med Letbanen, OLL.

Glostrup Forsyning A/S (herefter Bygherre) star for at skulle gennemfre omlgninger af vand-, aflbs- og fjernvarmeledninger (herefter Projektet) forud for etablering af Hovedstadens Letbane.

Arbejder forbundet med Projektet udbydes i en rammeaftale, idet Bygherre forventer efterflgende at bestille udfrelsen af 5 separate etaper. Arbejderne skal udfres i hovedentreprise.

Anslaet samlet vrdi for hele rammeaftalen forventes at ligge inde for intervallet 120.000.000-140.000.00 DKK eksklusiv moms.

Bygherre har overvejet muligheden for at opdele projektet i delkontrakter, men finder, at der vil vre store konomiske, juridiske og tidsmssige risici forbundet med en sadan opdeling.

II.2.4) Description of the procurement:

Glostrup Kommune indgar i samarbejdet om etablering af en ny letbane fra Ishj til Lyngby sammen med 10 vrige kommuner, de sakaldte Ringby-Kommuner, Transportministeriet og Region Hovedstaden. Tilsammen udgr de selskabet Ring 3 Letbane I/S. Selskabet skal sta for at bygge og drive letbanen mellem Ishj og Lyngby, en strkning pa ca. 27 kilometer med i alt 27 stationer placeret i Ringby-Kommunerne.

I forbindelse med etableringen af letbanen, som i det store kommer til at flge Ring 3's trace, skal der i Glostrup Kommune udfres en rkke ledningsomlgninger for at letbanen kan etableres. Glostrup Forsyning A/S er bygherre pa projektet vedrrende ledningsomlgningerne i Glostrup Kommune.

Projektet er planlagt opdelt i 5 etaper baseret pa de forelbige udmeldinger fra Hovedstadens Letbane.

Bygherre har pa nuvrende tidspunkt udarbejdet et hovedprojekt for Etape A, som vedlgges udbudsmaterialet. Projekteringen af de vrige etaper er pa projektforslagsniveau. Bygherre frdiggr lbende projekteringen af de enkelte etaper og fremsender en bestilling pa disse til entreprenren (Etapekontrakt), se afsnit 8 i Entreprisekontrakten.

Det er i udgangspunktet Bygherres nske at finde en samarbejdspartner, som kan varetage alle etaper under den udbudte rammeaftale. Det er derfor ogsa Bygherres hensigt, at den tilbudsgiver, som efter evalueringen rangeres som nr. 1 (herefter Entreprenr 1), skal udfre alle opgaver under rammeaftalen.

Kun i det tilflde, hvor Entreprenr 1 afviser at udfre en Etape, eller vsentligt misligholder en igangvrende Etape, vil Bygherre tildele opgaver til de vrige entreprenrer (i dette tilflde Entreprenr 2), se afsnit 8 i Entreprisekontrakten.

Ansgere, der befinder sig i en obligatorisk udelukkelsesgrund, jf. udbudslovens 135-136, vil blive udelukket fra deltagelse og vil ikke komme i betragtning til den udbudte rammeaftale, medmindre ansgeren fremlgger tilstrkkelig dokumentation for, at ansgeren er palidelig, jf. udbudslovens 138.

Tilsvarende vil ansgere, som befinder sig i en af de frivillige udelukkelsesgrunde nvnt i udbudslovens 137, stk. 1, nr. (1)-(6) blive udelukket fra deltagelse og vil ikke komme i betragtning til den udbudte rammeaftale, medmindre ansgeren fremlgger tilstrkkelig dokumentation for, at ansgeren er palidelig, jf. udbudslovens 138.

Bygherre vil acceptere serviceattester (eller tilsvarende dokumentation), som er udstedt efter den 1.2.2018, medmindre der er formodning for, at en sadan ikke er retvisende for tilbudsgivers forhold pa tidspunktet for kontraktindgaelsen.
