Initiativets formal er at styrke anbragte unges mentaliseringsevne, ved at modne og afprve 3 mentaliseringsbaserede indsatser.

Dette udbud vedrrer evaluering og implementeringssttte. Konkret bestar opgaven i at tilbyde de medvirkende anbringelsessteder implementeringssttte ift. indsatserne samt i at evaluere dels modningen af mindfulness med mentaliseringsbaserede elementer, dels afprvningen af Robusthed.dk og Mentaliseringsguiden.

Initiativets malgruppe er anbragte brn og unge i alderen 12-20 ar pa kommunale, regionale og private opholdssteder og abne dgninstitutioner, som forventes at kunne have gavn af at styrke deres mentaliseringsevne.

Evalueringen skal foretages pa 15-20 anbringelsessteder fordelt over hele landet.

II.2.4) Description of the procurement:

Der skal laves en evaluering ved modning og afprvning af de 3 mentaliseringsbaserede indsatser (Robushed.dk, Mentaliseringsguide og mindfulness med mentaliseringselementer).

En del af den udbudte opgave er, at yde implementeringssttte, nar indsatserne skal implementeres pa 15-20 anbringelsessteder. Der skal desuden udarbejdes en implementeringsevaluering, evaluering af effekten og evaluering af omkostninger for hver af de 3 indsatser.

Tilbudsgiver skal udfylde og vedlgge tilbuddet det flleseuropiske udbudsdokument som et forelbigt bevis for, at tilbudsgiver ikke er omfattet af en udelukkelsesgrund og opfylder de i pkt. III.1.2) og III.1.3) mindstekrav til egnethed.

En virksomhed, der deltager alene og ikke baserer sig pa andre enheders kapacitet for at opfylde mindstekravene til egnethed, skal kun udfylde 1 flleseuropisk udbudsdokument. En virksomhed, der deltager alene, men baserer sig pa en eller flere andre enheders kapacitet, skal sikre, at Socialstyrelsen modtager vedkommendes eget flleseuropiske udbudsdokument sammen med et separat flleseuropisk udbudsdokument for hver af de enheder, som denne baserer sig pa, med de relevante oplysninger for hver af disse enheder. Nar grupper af virksomheder, herunder midlertidige sammenslutninger, deltager i udbudsproceduren sammen, skal der for hver af de deltagende virksomheder udfyldes et srskilt flleseuropisk udbudsdokument med de oplysninger, der krves i del II-V.

I relation til opfyldelse af mindstekravene i punkt III.1.2) og III.1.3) bemrkes det, at virksomheden kan basere sig pa andre enheders formaen (f.eks. et moder- eller ssterselskab eller en underleverandr) uanset den juridiske karakter af forbindelserne mellem virksomheden og de andre enheder. Virksomheden skal i givet fald godtgre fuldt ud at kunne rade over de ressourcer, der er ndvendige til opfyldelse af kontrakten, f.eks. ved at fremlgge en erklring eller anden dokumentation for de juridiske enheders forpligtelse til at stille de ndvendige ressourcer til radighed i kontraktperioden. I modsat fald har Socialstyrelsen ikke mulighed for at lgge vgt pa andre enheders formaen.

Klage over nrvrende udbud skal vre indgivet til Klagenvnet for Udbud inden 45 kalenderdage efter offentliggrelse af bekendtgrelse om indgaelse af kontrakt i Den Europiske Unions Tidende, jf. lbk nr. 593 af 2.6.2016 (bekendtgrelse af lov om Klagenvnet for Udbud) 7, stk. 2, nr. 1.
