The Biscay Bay Western Interconnection is a joint project being developed by INELFE on behalf of Reseau de Transport d'Electricite (RTE) and Red Electrica de Espana (REE) and supported by the European Union's Connecting Europe Facility (CEF).

It consists of a High Voltage Direct Current (HVDC) power interconnection between France and Spain aiming to increase the exchange capacity.

The interconnection consists of a dual connection, for a total of four power cables plus 2 optical fiber connections. The interconnection will be 370 km long with a section of approximately 280 km that will be submarine, crossing the Bay of Biscay.

The onshore section on the French side of approximately 80 km long. The interconnection will cross with underground cables 2 rivers, namely the Dordogne and the Garonne, while the offshore section will cross the Capbreton Canyon, an active canyon characterized by steep slopes and a maximum depth of approximately 150 m within corridors of interest.

Offshore Geophysical, UXO and Geotechnical Survey Across the Capbreton Canyon Crossing

II.2.4) Description of the procurement:

Lot 1 consists of 3 integrated surveys: UXO, Geophysical and Geotechnical to be performed at various locations across the Capbreton Canyon, in water depths ranging between approximately 20 and 200 m LAT.

The purpose of the UXO survey is to ensure an As Low As Reasonably Practicable (ALARP) UXO risk at each anticipated geotechnical location to be investigated during the subsequent Geotechnical Survey. Nominal clearance boxes of 50 x 50 m are anticipated at each geotechnical location.

The purposes of the geophysical and geotechnical investigations are the determination of the detailed stratigraphy at site and the determination of geotechnical parameters of the materials to be excavated for the execution of the HDD.

The geophysical investigation shall include both surface and sub-surface survey and shall be performed in a way to properly detect the presence of surface or sub-surface obstacles, and to identify all the geological strata that define the local stratigraphy to a maximum depth of 200 m below seabed.

The geotechnical investigation consists in exploratory, continuous coring, geotechnical boreholes to a maximum depth of approximately 200 m below seafloor and Pore Cone Penetration Tests (PCPT) to an anticipated maximum depth of 30 m below seafloor. It includes the collections of quality samples of soil and rock to be tested onshore and offshore for the determination of physical and mechanical properties, and for the ground truthing to support the interpretation of the geophysical data.

Both surface drilling (with or without piggyback seabed frame) from a stable and waves uncoupled platform such as Dynamic Positioned Vessel, jack-up or heave suitable wave ?compensated rig, and remotely operated drilling can be considered.

The water depth ranges between approximately 20 and 200 m LAT, performance of the surveys must take into account steep slopes to perform geophysical and geotechnical investigations.

II.2.4) Description of the procurement:

The onshore surveys will consist in geophysical survey that may include UXO clearance around geotechnical investigation points, and geotechnical survey. The purpose of the surveys is to determine the soil/rock stratigraphy; identify man-made and geohazards, and assess mechanical and hydraulic properties of the soils, in order to provide sufficient information for the design of the HDD crossing of the rivers and later for the execution of the HDD.

An environmental investigation to assess the presence of contaminated land or providing a fauna/flora works incidences evaluation may be optionally required.

The below criteria will be used, in addition of economic and financial criteria, to select acceptable candidates for the Tender.

? The interested economic operator must possess and be able to document know-how and experience in the implementation of contracts similar to the contract being put out to tender.

? They must have completed at least 3 contracts (at least 5 is desirable) with the object described in the Lot they are interested. Short description of the work performed shall be provided including date and location and contract value.

? Technical capability ? all Lots: average annual man power of the candidate for each of the last 3 years.

? Technical capability ? Lot 1: the candidate shall demonstrate that it possesses the expertise, equipment and personnel needed for the implementation of the work.
