HQIP is seeking bidders to deliver the National Gastrointestinal Cancer Audit programme. HQIP is re-commissioning two previous audits (National Bowel Cancer Audit and National Oesphago-Gastric Cancer Audit) as one overarching contract to deliver the NGCAP programme for England and Wales. The aim of the NGCAP is to improve the quality of services and patient outcomes for those patients diagnosed with a) bowel cancer and b) oesphago-gastric cancer or high grade dysplasia of the oesophagus. Objectives are to collect and analyse data along the patient pathway which are closely aligned with national standards and guidelines, utilise mandated data flows and linkages to reduce or remove the requirement for bespoke audit data items to reduce burden on the service/duplication of effort, and provide data which can be used to reduce variation and improve care processes and patient outcomes. Also to report nationally and locally for different stakeholders audiences to support improvements in care processes and patient outcomes, and to effectively integrate into one audit programme the oesophago-gastric and bowel cancer audits, ensuring each audit stream retains topic specific features while streamlining general audit delivery functions, e.g. methodological input, reporting.

II.2.1) Total quantity or scope:
This will be a 3-year contract with the option to extend for a further 2 years subject to continued funding and satisfactory review. HQIP is tendering initially for only England and Wales participating however the other UK devolved administrations may wish to participate at a future point in the contract.
Estimated value excluding VAT:
Range: between 1 785 000 and 6 736 450 GBP
II.2.2) Information about options

Description of these options: HQIP is offering a contract for an initial 3 year period, contract value 1 785 000 GBP for the 3 years.
The option to extend for a further 2 x 1 year periods may increase the value to a maximum of 2 975 000 GBP for the whole 5 year period.
It is also possible during the term of this contract, that other devolved administrations may wish to participate in the audit. In this instance then estimated contract value will increase accordingly:
Scotland: 56 375 GBP per annum
Northern Ireland: 19 450 GBP per annum
Additionally, although primary care is not included in the audit, if opportunities for primary care to be included were to arise during the term of this contract, an additional funding of approximately 600 000 GBP per annum for England and Wales, 56 850 GBP for Scotland and 19 615 GBP for Northern Ireland may be available.
Therefore the maximum value of this contract, if all options were included for the maximum 5 years of the contract would be 6 736 450 GBP.
However bidders are requested to submit bids based on England and Wales only, for an initial 3 year period.
