This is a notice of intent to sole source. The Portland District intends to award a sole source, firm fixed price service contract to the Confederated Tribes and Bands of the Yakama Nation, 401 Fort Rd, Toppenish, WA 98948-0151 in accordance with FAR 13.106-1(b)(1)(i) - Only one source.

The U.S. Army Corps of Engineers (USACE), Portland District (CENWP) and Bonneville Power Administration (BPA) (the Agencies) are jointly responsible for compliance with Section 106 of the National Historic Preservation Act (NHPA) under the terms of the 2009 Systemwide Programmatic Agreement (SWPA) for management of Historic Properties affected by operation and maintenance of the Federal Columbia River Power System (FCRPS). The FCRPS Cultural Resource Program works closely with interested and affected Tribes, State Historic Preservation Offices (SHPOs), and other Agencies for cultural resource management in compliance with Section 106 of the NHPA.

The Corps is the land manager for the Bonneville and The Dalles Dam Project lands and other lands within the Area of Potential Effects (APEs) for Project operations. The study area of this contract includes federal land managed by the Corps located within the ceded territory of the Confederated Tribes and Bands of the Yakama Nation.

This acquisition is for the contribution of traditional knowledge and input from the Confederated Tribes and Bands of the Yakama Nation. The objective of this contract is to gather information that can assist in the development of long-term management decisions including the following:
- Observe, document, and report the physical dynamics involved in the erosional or depositional processes occurring at monitored sites.
- Record site conditions in an effort to provide information from which future changes such as sediment loss, topographic change, vegetation change, human and animal use impacts, soil disturbance, and vandalism can be quantitatively determined.
- Monitor for looting, vandalism, and burial desecration at designated sites and to ensure proper authorities are notified.
- Accurately document the variation and diversity of potential impacts and causal factors at the site.
- Provide recommendations for treatment of monitored sites including recommendations regarding future monitoring frequency.

A prospective contractor must be authorized to represent and speak on behalf of the Confederated Tribes and Bands of the Yakama Nation. The Confederated Tribes and Bands of the Yakama Nation is the only known contractor able to represent the Confederated Tribes and Bands of the Yakama Nation.

This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. Oral communications are not acceptable in response to this notice. Responses received by July 18, 2017 at 4:00pm PDT will be considered by the government. Responses can be sent to the point of contact by email. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
