(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) The solicitation number for this requirement is W5J9CQ17R0012. The solicitation is issued as a request for proposal (RFP).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95.

(iv) This requirement is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. The associated NAICS code for this acquisition is 541330, Engineering Services with a small business size standard of $15.0M.

(v) The solicitation contains the following CLINs: 0001 ? ANMC Geospatial Data Manager, 0002 - Travel, 0003 - Contractor Manpower Reporting.

(vi) The ANMC Geospatial Data Manager is a non-personnel services requirement to provide Geographic Information Systems (GIS) technical services for the ANMC. The Contractor shall be responsible for assisting ANMC in institutionalizing lessons learned from Public Law 111-339 into the ANMC program as well as continuing to maintain, update and provide program management regarding conducting training, establishing business processes and developing sustainment plans/operations. Based on the special significance and the attention that national and post cemeteries receive, strict adherences to these specifications are essential.

(vii) The period of performance shall be 30 September 2017 through 29 September 2018.

(viii) The provision at FAR 52.212-1, Instruction to Offerors-Commercial Items, applies to this acquisition.

(ix) The provision at FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The evaluation factors are Factor 1: Technical Approach and Factor 2: Price. See the provision at FAR 52.212-2 for the order of importance.

(x) Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its proposal.

(xi) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.

(xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-Commercial Items, applies to this acquisition.

(xiii) See the solicitation regarding any additional contract requirement(s) or terms and conditions determined by the Contracting Officer to be necessary for this acquisition.

(xiv) The Defense Priorities and Allocation System (DPAS) is not applicable to this acquisition.

(xv) Quotations are due no later than 28 September 2017 at 4:00PM Eastern Time.
