This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request for Quote (RFQ) and the solicitation number is FA4814-17-T-F052. The 6th Contracting Squadron, MacDill AFB, Florida, requires the following:
DESCRIPTION OF REQUIREMENT:
The United States Special Operations Command (USSOCOM) requires Skillsoft Learning Advantage, Online Management Distance Learning Services and Application Licenses (OMDLS-A) OR EQUAL.
This is a brand name or equal requirement IAW FAR 52.211-6. The requirement includes the following items:
Skillsoft Learning Advantage, Online Management Distance Learning Services and Application Licenses
(OMDLS-A) for 400 licenses/users IAW Salient Characteristics on Attachment 1 of this document for a total of a base year of 9 months and four (4) 12-month option periods.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 effective 13 January 2017, DFARS DPN 20161222, effective 22 December 2016 and AFFARS AFAC 2017-0127, effective 27 January 2017. The North American Industry Classification System code (NAICS) is 611430, Professional and Management Development Training. The Product Service Code is U008, Professional Management. A firm fixed price contract will be awarded.
BASIS OF AWARD: Award will be made to the lowest priced quotation from a business that meets ALL requirements listed above and in Attachment #1 and pricing submitted that matches the structure located in Attachment #2. Quotations received from offerors that do not meet the requirements will not be considered for award. The Government also reserves the right to make no award at all.

FAR 52.217-9 Option to Extend the Term of the Contract
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months/5 years.

AFFARS 5352.201-9101 Ombudsman (June 2016)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsmen, Ms. Susan R.
