The United States Agency for International Development (USAID), through the Mission in Bosnia and Herzegovina (BiH) contemplates award of a three plus two year option period Cost-Plus-Fixed Fee Completion contract to implement the Financial Reform Agenda Activity in Bosnia and Herzegovina. The anticipated award date is September 2017.


USAID anticipates awarding one contract conducted under full and open competition procedures, pursuant to Part 15 of the FAR (48 CFR Chapter 1). USAID encourages offerors to express interest in this solicitation by submitting a proposal in accordance with the instructions set forth in Section L, "Instructions to Offerors." USAID will evaluate the responsive proposals in accordance with the evaluation factors provided in Section M, "Evaluation Factors for Award" hereunder.


USAID encourages the participation to the maximum extent possible of U.S. small businesses (SB) in this activity as prime or subcontractors in accordance with Part 19 of the FAR. Also, please note that the geographic code is 935, which allows participation in this procurement from any area or country except from prohibited sources.


Electronic responses to this RFP are mandatory (See Section L). Please submit your proposals to the email address below by 9:00 a.m. Sarajevo Bosnia time, May 10, 2017. Receipt time is when the proposal is received by AID/Washington internet server. The address for the receipt of proposals is: sarajevooaa@usaid.gov. Hand delivered proposals (including commercial courier) and facsimile transmission will not be accepted.


The Technical Proposal has a strict twenty five (25) page limit. Pages exceeding this limit will not be evaluated. Offerors are reminded that evaluators have to be able to read the proposals, so presentation and legibility are crucial.


This RFP can be viewed and downloaded from Federal Business Opportunities portal at https://www.fbo.gov/. USAID bears no responsibility for data errors resulting from transmission or conversion processes. Further be aware that amendments to solicitations are occasionally issued and will be posted on the same website from which you downloaded the solicitation. USAID advises to regularly check the above website for amendments.


This RFP does not obligate the United States Government to award a contract nor does it commit USAID to pay any cost incurred in preparing and submitting of a proposal. Award of a contract under this RFP is subject to availability of funds and other internal USAID approvals.

The purpose of this amendment is to correct the response time specified under SF33 of the base RFP. The correct submission time is 03:00 a.m. ET.

This is also to correct the RFP issuance date. Instead of April 10, 2017, it should read April 11, 2017.


No other changes to the base RFP are being made at this time.

The purpose of this amendment is to revise RFP # SOL-168-17-000001 as follows:

1. Section F.2 of the RFP is being revised to read as follows:


"The period of performance for this contract is three year base period plus two option years plus six months from the effective date of the contracting officer's signature on the cover page until [TBD]. The SOW will be implemented in the base and option period. The option will be exercised at the discretion of USAID and in accordance with FAR 52.217-8 Option to Extend Services and FAR 52.217-9, Option to Extend the Term of the Contract, provided that funding is available at the time the option is exercised."


2. Section H.24, Paragraph 12 of the RFP is modified to read as follows:


"Interests, fees, and program income generated by the grantee are governed by the applicable standard provisions for non-U.S. organizations. The contractor shall abide by the standard provisions regarding interests, fees, and program income."


3. The sentences "Copies of all reports received from grantees will promptly be forwarded to the COR." and "At the conclusion of the contract, the Contractor must consult with the Contracting Officer for direction as to which records must be transferred to USAID." in section H.24, Paragraph 14, of the RFP are removed, and the section H.24, Paragraph 14, is modified to read as follows:


"The Contractor will act as custodian for USAID of all records relating to grants under the Contract. The Contractor will preserve all records with respect to its grant-making (including with respect to the deliberations of all Review Panels) and grant administration hereunder. USAID and the Comptroller General must have full access to all documents, papers and others records of the Contractor with respect to its duties hereunder."


4. Section I of the RFP is being revised to include by reference contract clause FAR 52.237-9 Waiver of Limitation on Severance Payments to Foreign Nationals (MAY 2014).


5. Section L.8.A (5) of the RFP is revised to read as follows:


"Please submit your proposals to the e-mail address below by 9:00 a.m. Sarajevo Bosnia time on May 10, 2017. You will receive a confirmation from us via e-mail. Note that electronic signatures are acceptable by USAID."


6. Section L.8.B.a.ii of the RFP is revised to include at the end the following sentence:


"Offerors may submit an organizational chart in an annex that does not count against the technical proposal page limit."

The purpose of the Financial Reform Agenda Activity (FINRA) is to improve financial sector stability in Bosnia and Herzegovina (BiH). The activity will support financial
sector reforms outlined in the IMF Extended Fund Facility (EFF) policy benchmarks, which in turn support the European Union (EU) Reform Agenda (RA) for BiH to join the
EU. FINRA assistance will focus on improving banking supervision, deposit insurance, central banking and audit/quality of government spending.
