1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; this is a Request for Quotation (RFQ) and a written solicitation will not be issued.

2) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 and Defense Change Notice 20161222.

3) The standard industrial classification code is F108, NAICS is 562211, Small Business Size Standard for this NAICS code is $38.5 million.

4) Description:

a) CLIN 0001 - Medical Waste Removal
Period of Performance: 01 October 2017 - 30 September 2018

IAW with the attached Performance Work Statement

The government anticipates including options in this contract. The option periods are:
Option Year 1 - PoP of 1 October 2018 - 30 September 2019
Option Year 2 - PoP of 1 October 2019 - 30 September 2020
Option Year 3 - PoP of 1 October 2020 - 30 September 2021
Option Year 4 - PoP of 1 October 2021 - 30 September 2022

The following provisions applies to this acquisition:

This provision is incorporated by reference, and paragraph (a) is modified to read as follows:

(a) This is a competitive best value source selection in which the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, and other factors considered. The Government intends to make award to the lowest priced technically acceptable offeror. The Government intends to award without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest. The following listed are evaluation factors that shall be used in the evaluation process:
1. Price
2. Technical Capability: Technical Acceptability is achieved when the offeror provides proof that the products meet the minimum standards of Item Descriptions (to include the stated Period of Performance) stated above and the attached Performance Work Statement.
All offers will be ranked according to the total evaluted price and then reviewed for technical acceptability. If the lowest priced offer is determined to be technically acceptable, further evaluation of the remaining quotes will not take place.
*All offerors shall submit technical description of the services being offered in sufficient detail in addition to the price proposal, to evaluate compliance with the requirements in this solicitation.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

The following questions have been brought up and answered pertaining to the Performance Work Statement:

2) We see the pick-ups are the first and third Wednesday of every month, but there is no volume provided.
a. We see that 90-220 pounds of waste are generated per pick-up. Can you tell us how many containers are shipped per pick up or annually.

We typically have roughly 6-10 bins picked up per visit.

3) We have some concerns about the way the waste streams are being classified in the Performance Work Statement.
a. Section 3.0 is stating that Medical Waste includes two waste streams that should be separated:
I. 3.1.7 PHARMACEUTICAL. Any other excess expired or partially used pharmaceutical not specifically regulated in accordance with 40 CFR Part 261.
1. The non-hazardous Pharmaceutical Waste should be separated and separate containers provided to ensure it is properly managed. This material should be incinerated to ensure it can not be recovered.

We will remove this from the PWS. We had it as a catch-all, but we have the services being provided through other avenues.

ii. 3.1.8 CATEGORY A WASTE. To include any waste material known or reasonably expected to contain a pathogen, such as Ebola, that is in a form capable of causing permanent disability or life threatening or fatal disease in otherwise healthy humans or animals when exposed to it.
1. This is the most concerning, and should be removed from the solicitation. The average cost for disposing of a load of this material is over $500,000.
2. What is potential volume of this by weight or containers. This was stream must be handled separately and pricing is a case by case basis. We need to understand the specific requirement to price this portion out. Will the government be providing the security and other services required by CDC and US DOT.

We will have this requirement listed as an "as needed basis". This is not something we need regularly, but we would like to have it as an option in case something happens. Additionally, we would assume that the security required would need to be whatever is required by law.

4) Are you requiring incineration for the treatment of all the wastes collected or can the standard regulated medical waste be incinerated?
1. Typically regulated medical waste can be autoclaved. Non-hazardous pharmaceutical waste, trace-chemotherapeutic waste and pathological waste should be incinerated.

We have never autoclaved our waste. All of it should be incinerated or properly removed based on regulations and standards.
