THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. THIS NOTICE WILL BE POSTED FOR A MINIMUM OF 15 DAYS PRIOR TO POSTING OF THE SOLICITATION.


The Federal Bureau of Prisons (BOP) anticipates issuance of solicitation
15B50818B00000006 for the award of a firm fixed-price construction contract for replacing roofs (low facility) phase II at the Federal Correctional Complex, (FCC) Forrest City, Arkansas. FCC Forrest City is a federal correctional facility located at 1400 Dale Bumper, Forrest City, Arkansas 72335. The project consists of furnishing all equipment, materials, labor etc. for the complete construction of the work. The work includes construction of the entire roofing system in some places. A total of approximately 25,000 SF, and provide a membrane overlay in other areas of approximatley 125,000 SF. Demolition work includes but is not limited to the removal of existing roofing systems down to the existing structural deck and the preparation of existing roofing systems to receive membrane overlay. New work includes but is not limited to the installation of complete roofing systems from decking up as well as the installation of membrane overlays. The work also includes the a total of approximately 84,000 SF tear off of the medium facility with no overlay. See the Scope of Work/Statement of Work and/or Specifications/Drawings attachment included with the solicitation posting (to be issued at a later date as described herein) for the complete requirements of the work.

The performance period for the project will be 365 calendar days from issuance of the notice to proceed. Pursuant to Federal Acquisition Regulation 36.204, the estimated magnitude of the project lies between $1,000,000 and
$5,000,000. The NAICS code for this requirement is 238160 with a corresponding small business size standard of
$15 million.

The solicitation will be available approximately on or about August 8, 2018, with an anticipated bid opening date of September 11, 2018. The solicitation will be distributed solely through the General Services Administration's (GSA) Federal Business Opportunities (FBO)website at www.fbo.gov. Hard copies of the solicitation will not be made available. The website provides download instructions. Any secure/locked documents (if applicable) uploaded with the solicitation will require an active FBO vendor registration for access as well as your Marketing Partner Identification Number (MPIN) associated with your System for Award Management (SAM) (SAM.gov) registration.
