Project: Annealing Furnace replacement at Y-12 National Security Complex, Oak Ridge, Tennessee



Introduction: Consolidated Nuclear Security, LLC, (CNS) is seeking interested parties to contract for the design, engineering, fabrication, and follow on technical support services to deliver a new integrated argon charged annealing furnace and quench tank system. Interested parties are encouraged to reply to the expression of interest if you can provide the services listed below.



CNS will use the information obtained from this Expression of Interest to structure a Request for Proposal (RFP).



This procurement will be under NAICS Code 333994 - Industrial Process Furnace and Oven Manufacturing





Background



The Y-12 National Security Complex is located in Oak Ridge, Tennessee. It is a Department of Energy (DOE) National Nuclear Security Administration (NNSA) national security complex managed and operated by CNS.





General Scope Description for Annealing Furnace replacement



A new argon charged atmosphere annealing furnace and quenching system will be designed and fabricated. This furnace system shall include a conveyance system that will allow material to be placed on the conveyance system at one end and then moved along through the heating and quenching process for recovery at the other end. Installing all equipment and designing the integration of the furnace quenching system to the facility will be the responsibility of CNS. The annealing furnace system shall maintain a temperature of 1100 C (2012 F) for 70 minutes, transfer 500 pound plates of material to the quench tank within 15 seconds, and heat back up to 1100 C within 5 minutes. The available space to accommodate the new system is approximately 23 feet long by 16 feet by 20 feet high. Adjoining space to accommodate the control system(s) is approximately 10 feet long by 6 feet wide. Upon successful completion of factory acceptance testing, the system will be shipped to CNS in Oak Ridge, TN. The supplier will provide technical support as needed during installation and startup. This support may be required in Oak Ridge, TN at the Y-12 National Security Complex. The suppliers’ s technical representative(s) must be a US citizen.



The following standards will need to be diligently followed in execution of the scope of work:




  • The argon charged annealing furnace and quench tank shall be designed in accordance with NFPA 86, Standard for Ovens and Furnaces (2019).

  • Any conveying systems in relation to the Argon Annealing Furnace shall be designed in accordance with ANSI/AISC 360, Specification for Structural Steel Buildings. The conveying systems design shall include provisions for loads impacted by cranes or forklifts per ASCE/SEI 7‐16, Minimum Design Loads and Associated Criteria for Building and other Structures.

  • Where ingoing nip points or other hazards created by point of operation exist, machine guarding shall be provided in accordance with 29 CFR 1910.212, “General requirements for all machines.”

  • The quench tank shall be designed, fabricated, and inspected in accordance with AWWAD100 ‐ Welded Carbon Steel Tanks for Water Storage.

  • The furnace shall conform to NFPA 86 Class B. This standard requires piping to be built to ASME B31.3.

  • All welded components/assemblies associated with the plate conveyance system must be built in compliance with ANSI/AISC 360-16, Specification for Structural Steel Buildings.

  • Any piping/tubing and other piping components designed in the assembly of the oven, which are not considered listed in ASME B31.3, shall be qualified using the qualification process found in ASME B31.3, paragraph 302.2.3.



Based on prior performance, portfolio, and communications with CNS’s project team, a sub-set of interested suppliers will be contracted through a time and materials agreement to provide their conceptual design to meet CNS’s requirements. Based on the conceptual design and previous factors under consideration, one supplier will be solicited to provide their proposal for the complete design and fabrication of the annealing furnace and quench tank system. Bidder selection for the Annealing furnace will be through a tradeoff approach evaluation.
