The proposed purchase order is for services for which the Government intends to solicit and negotiate only with CS&A Insurance - the only known vendor that will provide a master policy for blind coverage; Allow OA to complete their own insurance certificates for each mission; Allow OA to retain the insurance files for security reasons. This flexibility allows the pilots to operate OA aircraft with complete confidence that vital information is kept confidential and within the confines of the OA. The vendor also allows for blind coverage to keep OA's flights anonymous by offering blind coverage and by waving insurance requirements such as: Destination of the aircraft; purpose of trip; pilots names and aircraft ratings; aircraft's home station; aircraft make, model and registration. In accordance with Competition in Contracting Act, 41 USC 253(c) (1), as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements.
