Reverse Industry Day Announcement



The purpose of this announcement is to invite interested firms to a virtual Reverse Industry Day for US Army Engineering and Support Center, Huntsville (Huntsville Center), Reduction Program (FRP), which primarily deals with demolition of buildings and asbestos abatement. This event will allow Huntsville Center to gather information for market research to support future acquisitions. Additionally, in an effort to reduce risk during execution of our program, Huntsville Center is looking to industry to present innovative approaches for facility removal. Topics may include means and methods, business processes, pre-demolition building characterization, demolition techniques, waste diversion, and site restoration.

Date and Time: 20-minute blocks, available by reservation only, will be available Tuesday - Thursday, October 24-26, 2017, 09:00 a.m. - 5:00 p.m. CDT.

Location: Reverse Industry Day will be virtual, using AT&T Web Meeting and Conference Center. We will provide links and telephone numbers after registration.

Registration: Registration is required for this event and will be two-phased. You must register through Eventbrite (see below) no later than Friday, October 20, 2017, and designate a corporate Point of Contact (POC). Once Huntsville Center receives your registration information and POC, you will receive an email directing you to the site for scheduling a specific time. Huntsville Center has designated 39 slots for this event that will be available on a first-come, first-served basis. Each company may schedule one slot. Duplicates will be deleted by the administrator.

Facilities Reduction Program helps installations remove surplus facilities
Federal agencies looking for expertise and cost effective solutions to removing surplus facilities need look no farther than the U.S. Army Corps of Engineers, Engineering and Support Center in Huntsville, Alabama.
The Huntsville Center's Facilities Reduction Program (FRP) offers commercial industry demolition expertise to remove surplus facilities from real property inventories. Using "best practices" from the demolition industry to remove facilities results in reduced costs, stimulates environmentally sound business practices, shortens schedules, and in many cases, helps reduce installation energy consumption.
Since 2004, the Corps of Engineers has been the execution agent to centrally manage the FRP to simplify and streamline facility removal efforts. Over the years, the program has grown to include relocation of transportable facilities and disassembly of metal structures, thus providing the Army with opportunities for recycling and re-use.
In fiscal years 2004 through 2015, FRP removed more than 22 million square feet from real property inventories with an overall landfill diversion by weight of 70 percent.
In 2008, FRP began providing facility removal support to NASA and the Defense Logistics Agency. The program customer base has since grown to include Army's Installation Management Command, Army Materiel Command, U.S. Army Reserve, U.S. Missile Defense Agency and the U.S. Air Force. Recently, FRP has partnered with the General Services Administration to offer facility removal services to the entire federal government.
Working with FRP takes the guesswork out of developing the project. FRP starts by working with the customer prior to award by managing project development, developing performance work statements, producing schedules, developing project management plans, preparing and soliciting requests for proposals, evaluating proposals, making selections and awarding asbestos containing material and other regulated material (ACM/ORM) surveys, and developing government demolition cost estimates.
After the contract is awarded, FRP manages project execution, contract administration, quality assurance, safety, track and report status, process modifications, process invoices, review submittals, and evaluates and responds to requests for information. FRP reviews and approves safety plans and work plans, conducts inspections and issue resolution. The demolition contract final report contains all waste stream diversion and recycling data, proof of chain of custody for ACM/ORM, and a summary of work actions that can be used by the customer for reporting and real property management. Huntsville Center collaborates with the local geographic district for on-site support.

To expedite the award of projects, FRP manages Indefinite Delivery/Indefinite Quantity contracts covering all 50 states plus U.S. territories and overseas installations that are in place to support this program. Included are four regional Multiple Award Task Order Contracts for executing demolition and a Single Award Task Order Contract for Specialized Demolition Expertise.
