REQUEST FOR INFORMATION
T-38 Select Structural Component Re-Engineering
This announcement constitutes an official Request for Information (RFI). This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the government. There is no solicitation available at this time. Any request for a solicitation will not receive a response.
?1. PURPOSE: The purpose of this RFI is to identify companies interested in Re-Engineering (RE) T-38 bonded honeycomb structural components and gather Rough Order of Magnitude (ROM) costs of that RE effort.
?2. BACKGROUND: Many T-38 bonded honeycomb structural components are proprietary to the Original Equipment Manufacturer (OEM). Recent significant cost increases have led the T-38 System Program Office (SPO) to investigate approaches to reduce those costs. The SPO is now exploring the feasibility of re-engineering select structural components and replacing the current configurations with a new configuration using state of the art materials and processes.
?3. SCOPE OF TASK:
?3.1. The parts being considered for the RE effort are:
?3.2. All technical data with respect to the subject parts is proprietary and cannot, under any circumstances, be used for the RE effort. Proprietary data includes: OEM drawings, OEM process specifications, OEM reports, etc.
?3.3. The offeror will provide a summary of their proposed actions to accomplish the RE effort for the aforementioned components.
?3.3.1. The following documents should be used as a guide for this effort; Mil-Hdbk-115A and the Defense Logistics Agency Technical and Quality Policy and Procedures Deskbook Appendix 37.
?3.3.2. Outline proposed test plan for the components. The use of standard material and testing specifications is required to ensure a non-proprietary Technical Data Package is produced at the end of a potential contract.
?3.3.3. In the event of an eventual RE contract, several new and used parts would be provided to the offeror as GFE for scanning and teardown inspections.
?3.4. Offeror will provide their cost estimate for the following items:
?3.4.1. Non-Recoverable Engineering (NRE) cost for each components. This cost includes providing a government owned technical data package.
?3.4.2. Estimate to produce two prototypes of each component.
?3.4.3. Future costs for production runs of 10 and 50 components.
?3.5. Potential offerors shall provide information on relevant performance history and/or evidence of capability in Re-Engineering (or Reverse Engineering) bonded honeycomb structural components. Provide two examples as a minimum.
?3.6. Potential offerors will demonstrate the offeror's infrastructure and integration capability to provide all aspects of this task to include but not limited to the following:
? Designing aircraft components, specifically bonded honeycomb structural components
? Previous Government projects/qualification/approval/contract by similarity
? Other pertinent data concerning your qualification to design the required item.

Final vendor RFI responses are due by close of business 10 November 2017.
The government does not intend to make an award on the basis of this RFI or otherwise pay for the information solicited herein.
