Description

THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or a request for proposal and no contract will be awarded from this notice. No solicitation or specifications are available at this time.



The General Services Administration (GSA), New England Region, Acquisition Management Division, is conducting market research to determine if any Small Business, SDVOSB, HUBZone, WOSB, or 8(a) Small Business concerns have the current relevant qualifications, experience, personnel, and capability to perform the work described herein. The contemplated NAICS code for this procurement is 454310 – Fuel Dealers.



The Government requires fuel/propane supply and delivery services for Federally operated locations throughout Vermont.



The Contractor shall provide all management, supervision, labor, materials, supplies, equipment (except otherwise provided), and shall plan, schedule, coordinate and assure effective supply and delivery of propane/fuel oil to Federal Buildings and locations in Vermont. The bulding list has been attached to this sources sought notice in an Excel sheet titled "Building for Recompete 2022 08 04"



The Government may elect to award a single contract for this requirement or award multiple contracts to two or more sources for this requirement if it is in its best interest to do so.



All qualified Small Businesses are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of the evaluation. One of the main purposes of this Sources Sought Notice is to assist the Government in determining if a small business set-aside is the acceptable strategy for this procurement.



It is requested that interested parties submit a brief capabilities package. The package shall address, at a minimum, the following:



1. Are you a small business concern that either manufactures or supplies the specific fuels required?



2.. If you are not a manufacturer, do you represent that you would supply fuel from a small business refinery?



3. Do you intend on submitting a proposal?



4. If yes, do you intend to submit a proposal for all locations?



5. Have you submitted a proposal for a contract solicitation or received a contract from the Federal Government within the last 24 months?



6. Please submit a capabilities statement and any commercial/marketing material not to exceed a total of 10 pages



a. The capabilities package requested under this Sources Sought Notice is not expected to be a proposal, but rather a short statement regarding the company's ability to demonstrate existing expertise and experience in relation to this procurement. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package, so long as combined it does not exceed the 10-page limitation. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the GSA in tailoring its requirements to be consistent with industry standards.



Responses to this Sources Sought Notice shall be e-mailed to huy.le@gsa.gov and Anthony.prata@gsa.gov. Responses must be received no later than 3:00 PM ET, Monday, August 22, 2022. Failure to submit all information requested will result in a contractor not being considered as an interested small business concern.
