The United States Army Corps of Engineers, Vicksburg District, intends to issue an Invitation for Bid (IFB) Solicitation Number W912EE23B0001 for Channel Improvement, Yazoo Basin, Mississippi, Tallahatchie County, Mississippi, Upper Yazoo Projects, Item 7C 2B II.

The work consists of furnishing all plant, labor, materials and equipment, and constructing the Upper Yazoo Projects, Item 7C 2B II Channel Improvement, in Tallahatchie County, Mississippi. Principal features of work include clearing, grubbing, debris removal, excavation and grading, erosion control, storm water pollution prevention and all other work associated with constructing the longitudinal peaked stone dikes, transverse stone dikes and stone tiebacks on the banks and channel of the Little Tallahatchie River in the vicinity in Tallahatchie County, Mississippi, within a relatively short construction period.

In accordance with FAR 36.204, the construction magnitude of this project will be between $5,000,000.00 and $10,000,000.00.

The estimated period of performance for completion of construction is 370 calendar days from the Notice to Proceed.

The Government intends to award without discussions but reserves the right to conduct discussion should it be deemed in the Government's best interest.

The bids will be evaluated based on lowest price submitted.

The official solicitation, plans and specifications will be available free of charge by electronic posting only and may be found on the SAM System for Award Management Web Page at https://www.sam.gov/. Compact disc and hardcopies will not be available. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. To download the solicitation for this project, contractors are required to register at https://www.sam.gov/. Bidders are encouraged to check often for changes (AMENDMENTS) to posted solicitations. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation.

Offerors must have and maintain an active registration in the System for Award Management (SAM) at http://www.sam.gov and must include the NAICS code they are bidding under in order to receive a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
