This announcement constitutes a Pre-Solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, "FY15 PN70668 U.S. Army Pacific (USARPAC) Command and Control Facility (C2F), Phase 3, Fort Shafter, Oahu, Hawaii" as described within this announcement.

The Government intends to issue a formal solicitation via a Best Value / Trade-Off Request for Proposal (RFP) in accordance with FAR Part 15, which will follow this announcement. The solicitation will be made available for viewing and/or downloading on 6 January 2017. Offerors are to provide completed and signed forms on the Federal Business Opportunities (FedBizOpps) website located at https://www.fbo.gov/. It is the Offerors responsibility to check for any posted changes to the solicitation.

This procurement will require any interested Prime Offerors to sign and return the following to release the plans and specs:
Item 1) Completed and signed Attachment A, Controlled Unclassified Information Non-Disclosure Agreement; and
Item 2) Completed and signed Attachment B, Instructions for Handling and Dissemination of For Official Use Only (FOUO) Information.

(Note: When submitting the signed items 1 and 2, it is important to include the Offeror's letter, name, address, email address and phone number for the Government to mail the RFP CD via FedEx.) Offerors CANNOT pick up the CD.


The RFP includes contract plans, specifications, and drawings that are FOUO/Unclassified and will be released only to Offerors that provide items 1 through 2. All controlled unclassified material must be handled in accordance with the National Industrial Security Program Operating Manual (NISPOM) (DoD 5220-22-M) and Industrial Security Regulation (DoD 5220.22-R).


The Government plans to issue the solicitation on or after January 6, 2017. Part of the solicitation consisting only of provisions, clauses, instructions to offerors, and the proposal schedule will be posted on FBO.gov. The specifications and drawings will NOT be posted on FBO.gov due to the requirement to comply with the DoD 5220.22-M and DoD 5220.22-R.


Any amendments to the specifications and drawings will NOT be posted on FBO.gov due to the requirement to comply with DoD 5220.22-M and DoD 5220.22-R.

Once an Offeror submits its forms in responses to the solicitation (items 1 and 2 above), the Government will process the request within 1 business day and will then release the plans/specifications to each offeror on a rolling basis.


Offerors that complete provided items 1 and 2 above, will be invited to submit a Technical Proposal which will be evaluated in strict compliance with the solicitation requirements. The solicitation will include the proposal due date.


The North American Industry Classification Code (NAICS) for this requirement is 236220 (Commercial and Institutional Building Construction). The small business size standard for this NAICS code is $36,500,000 average annual revenue. The Government intends to award a firm-fixed price construction contract as a result of this solicitation.


Project Description: This design-bid-build project is new construction of multiple multi-story (4 stories or higher) with the following types of buildings: Sensitive Compartmentalized Information Facility (SCIF), Command Building, and Support Operations Buildings. The project includes construction of administration and special use spaces divided into specified security zones. This project is located in confined area and will be adjacent to on-going construction.


Facility construction includes redundant mechanical and electrical systems with backup power for designated areas, information systems, fire protection and alarm systems, Intrusion Detection System (IDS) installation, and Energy Monitoring connection. Sustainable Design and Development and Energy Policy Act of 2005 (EPAct05) features will be provided. Supporting facilities include site development, utility tunnel, utilities and connections, lighting, paving, walks, curbs and gutters, storm drainage, information systems, landscaping and signage. Air conditioning will be provided by connection to the complex central utility plant. Access for individuals with disabilities will be provided. This is an incrementally funded project (5 increments).


Place of Performance: Fort Shafter, Oahu, Hawaii.


The performance of period is 1,466 calendar days.


The project magnitude is $250,000,000 to $500,000,000.


An organized site visit will be conducted for the invited Offerors. Please see Am-0001 for the pre-proposal conference and site visit information.


It is anticipated that the procurement will be evaluated on the following factors: (a) Technical Capability; (b) Past Performance; (c) Organization and Management Plan; (d) Small Business Participation Plan; and (e) Price. Proposals will be evaluated to determine which Offeror provides the best value to the Government utilizing Best Value / Trade-Off selection procedures. The Government intends to award to the Offeror whose proposal is determined to be the best value for the Government.

All interested prime contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small, small disadvantaged and women-owned small business concerns in accordance with the provisions of Public Law 95-507.

a. A pre-proposal conference will be conducted by the Government on January 27, 2017 starting at 09:00 a.m., Hawaii Standard Time (HST) at the Command and Control Facility (C2F), Fort Shafter, Oahu, Hawaii. All planholders (prime contractors, subcontractors, and suppliers) are urged to attend this conference.


08:30 a.m. HST Contractors shall meet at Pedestrian Gate on Wisser Road (See Attachment A for map)
* Note: If planholders (prime contractors, subcontractors, and suppliers) arrive at 08:45 a.m. HST, there is no guarantee the planholders will be able to attend the Pre-Proposal Conference, as the Command and Control Facility is a secure site.

After the Pre-Proposal Conference ends, the site visit will commence (see Section 00 21 16, Provision 52.236-7, Site Visit, (Construction)).

b. Any questions planholders may have concerning the project, plans, or specifications should be submitted in writing, on letterhead stationery, sufficiently in advance of the conference, to permit preparation of answers, which will be provided at the conference. The questions should be faxed as soon as possible, and followed by an original through mail. Use the facsimile number and address shown in paragraph a. above. During the conference, written, signed questions will be accepted, and will be answered during the conference if time permits.


c. A complete record of the conference, including questions raised by planholders and answers provided by the
Government, will be made and a copy furnished to all planholders. However, any answer, clarification, or explanation given at the conference will not qualify or change the terms of the request for proposal (including the plans and specifications). Unless the request for proposal is amended in writing, it will remain unchanged. If an amendment to the request for proposal is issued as a result of the conference, normal procedures relating to issuance and acknowledgement of receipt will apply.


d. All costs incurred to attend and participate in the pre-proposal conference and any site visits will be at the expense of the planholder. This includes, but is not limited to, the cost of transportation, per diem, and hotel accommodations.
