This notice is to update the Stryker Maintenance Training System (MTS) Request For Information from the U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Program Manager Training Devices (PM TRADE), Project Manager for Ground Combat Tactical Trainers (GCTT). This is the FINAL RFP with proposals due by 4:00PM EST on 6 November 2017. Questions and Comments are due no later than 4:00 PM on 6 October 2017.

The U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Program Manager Training Devices (PM TRADE), Project Manager for Ground Combat Tactical Trainers (GCTT) is contemplating a new acquisition to increase and update the Stryker Maintenance Training System (MTS). Combined Arms Support Command (CASCOM) has identified the need for additional maintenance trainers to support the Stryker Additional Skill Identifier (ASI) R4 and 91S Skill Based Training courses at the Ordnance Schools located on Fort Lee, VA. Currently, the institutional Stryker 91S schools use fielded Stryker MTS such as Diagnostic and Troubleshooting Trainers (DTT), Part Task Trainers (PTT) and Hands on Trainers (HOT). These institutional trainers provide skill level development for system operation, fault diagnosis, troubleshooting, adjustments, removal and replacement and repair tasks.


Statement of Need:


Hands on Trainers (HOT)
The Stryker MTS shall include a training enhancement by supplying additional HOTs for particular training small groups on specific aspects of the Stryker vehicle family. The HOT device or devices will be used to train troubleshooting and basic remove and replace tasks. The HOT device(s) can also be used in the verification of repair. The HOT device(s) will provide all the functionality of the given portion of the Stryker family isolated from the total system and allow instructor induced failure to train specific tasks. These HOT maintenance trainers are required at Fort Lee to support and enhance the current training program. All maintenance training is based on the procedures contained in the Interactive Electronic Technical Manuals (IETM) and the simulation database for all Stryker MTS components must continually be upgraded to the latest IETM version. Changes to the IETM are expected every two or three years and with each new version the simulation database must be updated to match the new troubleshooting and maintenance procedures, and the changes incorporated into each of the DTTs, PTTs, and HOTs along with a hardware technical refresh. Along with the Department of Defense (DoD) mandated upgrade to the latest Windows Operating System (OS) - currently Windows 10.


Currently, the Fort (Ft) Lee school house includes one Hands on Trainer (HOT) for the Stryker Remote Weapon System (RWS) and five Hull HOTs. There are no HOTs for the Anti-Tank Guided Missile variant (ATGM), Mortar Carrier variant (MC) or the Mobile Gun System (MGS). Weapon system training for these variants currently utilizes tactical vehicles. Based on course loads for 91S, this requires 5 HOTs trainers each. Also, a major design change (A1) to the Stryker vehicle require changes to the current Hull HOTs (5) and additional training devices. Two of the five fielded Hull HOTs are to be upgraded to the A1 design training requirements and the other three require a technical refresh as many key components are wearing out and need updating. To support development and production of the HOTs, the Government intends to provide Government Furnished Property (GFP).


Below is a list of the particular HOTs to be delivered in this effort:

Mobile Gun System (MGS) 5 systems
Anti-Tank Guided Missile (ATGM) 5 systems
Remote Weapon System (RWS) 5 systems
Mortar Carrier (MC) 5 systems
Stryker A1 Hull 2 systems (reuse 2 of 5 fielded)
Stryker Hull Tech Refresh 3 systems (3 remaining of 5)


With an anticipated delivery will be required for the following:
HOT MGS - First Article FY19Q4 Remaining 4: FY21
HOT ATGM - First Article FY20Q1 Remaining 4: FY20-FY21
HOT RWS - First Article FY20Q2 Remaining 4: FY20-FY21
HOT MC - First Article FY19Q4 Remaining 4: FY20
HOT A1 Stryker - First Article FY21Q2 Remaining 1: FY21


Part Task Trainers (PTT)

A major design change to the Stryker vehicle require two additional power pack PTTs variants and a PTT Hull C9 engine Replace and Remove. The Stryker redesign to the double-V hull included a new caterpillar C-7 engine, and a newer caterpillar C-9 engine. New PTTs are required for both the new C-7 engine used in the double-V hull design, new C-9 engine and a Hull Replace and Remove (Hull R&R). To support development and production of the PTTs, the Government intends to provide Government Furnished Property (GFP). Below is a list of the particular PTTSs to be delivered in this effort:


C7 Engine 1 systems
C9 Engine 1 systems
C9 Engine Hull R&R 1 systems


With an anticipated delivery will be required for the following:
C7 Engine - First Article FY20Q2
C9 Engine - First Article FY21Q2
C9 Engine Hull R&R - First Article FY20Q4



PEO STRI is seeking the following information:
Interested offerors who possess the technical capability and resources to fulfill all or part of the Governments technical requirements stated herein are requested to respond and submit a capability statement. Questions, input or industry assistance is highly encouraged to allow the Government to refine the requirement and conduct market research.


Upcoming Events:
An Industry Day at Ft Lee Virginia is anticipated in the near future. Once a date has been approved specific instructions will be posted on FEDBIZOP. The next posting should include specific information needed to attend the Industry day as well as a draft Statement of Work to allow industry to provide input and submit questions. The Program team will be available at the Interservice/Industry Training, Simulation and Education Conference (I/ITSEC) in Orlando, FL. Detailed information on a meeting time and location will be in a future posting.


Respondents shall not be obligated to provide the services described herein and it is understood by the United States Government that the cost estimates provided as a result of this request are "best" estimates only.

An industry day has been scheduled for Tuesday 15 November 2016 at Ft Lee Virginia. Industry partners that are interested in participating in any portion of the effort is welcome to attend. If interested in attending please email the Contract Specialist (jason.jerome3.civ@mail.mil) and the Project Director (patrick.j.hart.civ@mail.mil) to obtain site specific information, registration documentation and the agenda. The industry day is scheduled to commence in building #18030 in the Army Ordnance Campus aboard Ft. Lee at 08:00 AM with a registration period and will end after a question and answer period on Wednesday, 16 November 2016 at approximately 11:00 AM.

If this notice does not allow enough time to attend the industry day please contact the Contract Specialist listed above. Please send questions regarding the attached Draft Statement of Work and / or Draft Performance Specification to the above listed Contract Specialist and Project Director. This will allow the Government time to compile questions and have prepared answers ready for the industry day. If questions arise during the industry day the Government requests that all questions be submitted in writing. If a question is asked prior to and during the industry day it will be compiled and a list of all questions and answers will be posted on a future notice. Interested parties that are not able to attend the industry day can request the briefing from the Contract Specialist starting 17 November 2016.


The Army Stryker MTS team will be at the I/ITSEC conference in Orlando FL on 30 November 2016. The team will hold one-on-one discussions with industry partners with prior coordination. Coordination can be arranged through the Contract Specialist and Program Manager. Questions received after the industry day will be covered at this event and any questions or items covered will be contained in a future posting.

**** Update to posted Pre-solicitation Request for Information Notice******
The newly attached package of documents include the 15 November 2016 Ft Lee Virginia Industry Day brief, the attendance roster, and multiple questions with answers received during and after the brief. Interested vendors are encouraged to review the documents for clarification on the current Statement of Work and Specification. An updated Statement of Work and Specification will be posted once all modification have been incorporated.

The Government is anticipating the overall quantity of the requirement to change with a reduction of required trainer variants. The Government is trying to provide the best product for our Soldiers and up to date information for Industry to minimize risk and cost for all participants. We anticipate another posting in December to clarify the requirement, this will include an updated Statement of Work, Specification and a clear list of quantity and type of trainers.

The Stryker Team will be in attendance at I/ITSEC in Orlando Florida on 30 November 2016 at the PEO STRI both. The team will not conduct one on one sessions at this location but may announce one on one session at a later date. The team will use I/ITESC to gather market research and meet with industry at either company booth's or at the PEO STRI booth. The Stryker Team will only be available at the PEO STRI booth on 30 November 2016.

**** 8 December 2016 Update to Request for Information ****
The purpose of this update is to provide Industry the questions a Government team asked various companies that attended I/ITSEC on 20 November 2016, post the Distribution Agreement for Technical Data Package release and to request final information to complete the market research report. It is requested that a responce to this posting be received no later than 13 January 2016, early responces are encouraged.
The Government team attended I/ITSEC on 30 November 2016 and visited interested parties booths as well as at met with industry partners at the PEO STRI booth. The attached list of questions were used for fairness and to allow interested parties that did not attend I/ITSEC to respond to the same questions via email. The response is voluntary and all information received will be used for market research. Information that is proprietary must be marked and anything sent to the Government may be used to refine the requirement or contained in the market research report. Additional information that would assist the Government in providing a clear requirement and subsequent solicitation is highly encouraged.

PEO STRI is seeking a capabilities statement that identifies at a minimum:
1. Pertinent company administrative data as to large or small business category based on NAICS, 333318.
2. Describe the dollar value and complexity of similar maintenance trainer within the past five years.
3. Describe experience providing and/or available commercial items similar to a Stryker MTS HOTs and/or PTTs. Describe the respective merits and shortcomings of each including the quantity size, geographic location, extent of competition, technology, and Government unique requirements.
4. Describe the size of company facilities.
5. Describe capability in producing similar efforts of this magnitude in a restricted environment (personnel assigned to this effort have to be United States citizens).
6. Describe capability to manage engineering resources, including recent experience and logistics considerations and include a discussion on configuration management and quality control issues.
7. Are there any innovative idea(s) that could be useful to future designs with STRYKER MTS PTT and/or HOT:
8. Describe future or present capability to handle large and heavy trainer Designs - Floor area, safety, crane ability, truck loading (on/off) capabilities?
9. Does your company specialize in the whole training systems or just part of the total requirement (production, management, software, hardware, etc.)? Please explain and give examples.
10. General Experience - what is the scale of the largest item produced at the facility you have completed in the past. Do you have any ongoing projects? If so, what are they?
11. Describe the on-board manpower or planned personnel that will be used to support this project by labor category during both development and production.
12. What additional information or clarification regarding the current Statement of Work / Specification is needed from the Government to allow the completion of a strong technical proposal? Please be as specific as possible,
13. Does the SOW / Specification clearly communicate the key / critical requirement, if not what portions require updating.
14. Any suggestions or input on key or critical requirement information, contract type, or the Government Furnished Equipment.
If you are interested and can meet any or all of the technical requirements of Stryker MTS indicated in this effort, please provide a detailed document that describes how the requirements will be met. Please clearly state any anticipated risk that your company identified in:
1. 100% Government Purpose rights of all data
2. All Firm Fixed Price Contract Line Items
3. Cost or Schedule risk of delivering all identified trainers within a 48 month period
4. Storage, transportation or management of the potential Government Furnished Equipment.
5. Additional access to the anticipated GFE / GFI prior to proposal submission
6. Available internal or subcontracted production capacity to meet the 48 month deadline for all trainers or the 12 month deadline for the Main Gun System Trainers with an estimate contract start date in 3d quarter 2018.
The Government intends to provide approved interested parties the ability to obtain the technical data, product information and a training task list required to provide an adequate proposal. The Government is preparing a releasable data package which will be available for distribution with receipt of a completed Distribution Agreement.
A blank Distribution Agreement with a statement "D" level approval is attached to this posting. Once the Distribution Agreement is approved by the Government the industry partner can sign for the technical data in person. The technical data will be available for use during the proposal preparation and will be required to be returned once the contract has been awarded or if the interested party wished to be removed from the potential offeror's list.
Late responces will be accepted but may not be utilized in the construction of the Market Research report. This update does not require a response from our industry partners it is for informational purposes only.

The below description of the supplies and services ( FAR 11.002) defines the effort required for designing, developing, integrating, testing, managing, documenting, and delivering the Stryker Phase V MTS to Fort Lee, VA.

Stryker Phase V MTS is intended to provide the following:


a. Five (5) high fidelity, fully instrumented, Hands-On Trainers (HOTs) for the Stryker Main Gun System (MGS) with associated individual training tasks.


b. Five (5) high fidelity, fully instrumented, HOTs for the Anti-Tank Guided Missile (ATGM) with associated individual training tasks.


c. Five (5) high fidelity, fully instrumented, HOTs for the Mortar Carrier (MC) with associated individual training tasks.


d. One (1) Caterpillar C7 engine Part Task Trainer (PTT) with associated individual training tasks.


e. Technical Refresh of the remaining three (3) existing Stryker Hull HOTs due to obsolescence and/or supportability requirements.


f. A two year Interim Contractor Logistics Support (ICLS) effort will be included for the new devices fielded to the Ft. Lee site until picked up by the current sustainment service.


*** Five (5) Remote Weapons Stations (RWS) Trainers were removed from the Stryker Phases V effort and will not be procured in the future.

Only interested parties that submitted a Distribution Agreement for receipt of the Technical Data Package should call to schedule a pickup of the information. The Technical Data Package will only be transferred to potential "Prime" Contractors who have an approved Distribution Agreement. Pick up shall be arranged through the points of contact listed.
