As a result of successful collaboration with the aviation industry, the TSA is proud to announce the issuance of the revised Planning Guidelines and Design Standards (PGDS) for Checked Baggage Inspection Systems Version 6.0.

The TSA prepared PGDS Version 1.0 as part of the Baggage Screening Investment Study (BSIS), in consultation with the aviation industry during 2006, and published it in October 2007. Since then, the TSA has completed several rounds of review processes in which industry comments and follow-on PGDS studies were incorporated and published in subsequent Versions 2.0, 3.0, 4.0, and 4.1, 4.2 and 5.0.


For the most recent version, Version 6.0, over 370 industry comments were reviewed and adjudicated. At the industry's request, a Key Changes Table has been added to Chapter 1 to help identify the most significant changes and its location in the document. The format of the document has been changed from a two-column, print-oriented functionality to single column electronic-oriented format. Some of the most significant changes for this new version are the following:


i. Chapter 3: Eliminated all Certified equipment from the chapter, only Qualified and Legacy equipment will be presented. Revised Mini In-line section to further define these system types. Revised CBIS Levels of Screening descriptions. Introduced new nomenclature for EDS types, to match EBSP's procurement terminologies (EDS Type 1 and EDS Type 2) included definitions for these new terms.


ii. Chapter 7: Added failsafe detection standards, diverter configuration standards, and round-robin Baggage Allocation Methodology (BAM) requirement; refined Pre-EDS tracking requirement; added a best practices section for video surveillance capabilities at airports.


iii. Chapter 9: Provided examples for all Baggage Status Displays (BSD). Applied Human Factors best practices in the BSD design. Included reinsert Line ID requirements, two-way BSD-SVS serial communication requirements, and new CBRA bag statuses.


iv. Chapter 12: Added this new chapter, which includes Cybersecurity requirements.


v. Appendices: All requirements were removed from the appendices and located in the appropriate chapters on the document to improve document integrity


The design principles and methods outlined in the PGDS incorporate insights and experiences of industry stakeholders, including airport and airline representatives, planners, architects, baggage handling system designers, and equipment manufacturers. The PGDS is intended to assist planners and designers in developing cost-effective solutions for checked baggage inspection systems.


The PGDS emphasizes the best practices that are associated with baggage screening system layouts and addresses other factors necessary to actively manage system costs and performance.


The TSA welcomes comments to the PGDS Version 6.0 from all stakeholders and will continue to collaborate with the aviation industry to periodically update the PGDS. Comments and suggestions should be sent to pgds@tsa.dhs.gov by September 28th, 2018 using the official comment form. Additional guidance for making comments is provided in Appendix A.
