USTRANSCOM / Directorate of Acquisition, Charter Airlift Branch, anticipates issuing a Request for Proposal (RFP) on or about 1 Sep 2017 for Combi Charter Airlift Services. This requirement is for international air charter transportation services utilizing part 121 aircraft configured to simultaneously transport both passengers and cargo. Combi aircraft shall be Department of Defense (DoD) Commercial Airlift Review Board (CARB) approved and shall consist of (1) passenger seating equivalent to commercial standard economy configuration, and (2) the capability to accommodate 108" x 88" (standard military) 463L compatible pallets. Contractor responsibilities include, but are not limited to, full planeload port to port airlift transportation services, commercial equivalent economy passenger services, 463L pallet cargo services, and mission coordination. The contractor shall (1) own or otherwise control U.S. registered aircraft of the type required to perform Combi airlift services, (2) be a current Civil Reserve Air Fleet (CRAF) participant, and (3) offer for allocation their Combi aircraft used in performance of this contract to the CRAF program throughout the duration of this contract.

The Period of Performance will consist of one four-year base period from 1 Jan 2018 through 31 Dec 2021, one four-year option period from 1 January 2022 through 31 Dec 2025, and one optional six month extension from 1 Jan 2026 through 30 Jun 2026. The applicable North American Industrial Classification System (NAICS) Code is 481211- Nonscheduled Chartered Passenger Air Transportation.

The solicitation will only be available at the following website: http://www.fbo.gov. No hard copies of the solicitation will be issued. All responsible sources may submit a proposal/bid, which shall be considered by the Agency. Be advised that all interested parties must be registered in the System for Award Management (SAM) Database in order to receive a contract award (https://www.sam.gov). 1. This announcement is to provide a DRAFT Request for Proposal (RFP) for the Combi Charter Airlift Services requirement (HTC711-17-R-CC10). This DRAFT RFP provides the latest DRAFT requirements documents, as well as other documents associated with the DRAFT RFP.


2. The Government requests any questions in response to the DRAFT RFP be submitted in writing no later than 4:00 p.m. CT, on 7 Sep 2017 to Amy Miller @ amy.m.miller50.civ@mail.mil and Lynda Lang @ lynda.y.lang.civ@mail.mil. The Government will continue to accept questions beyond this date, but request the most critical questions be submitted by this date to allow for adequate consideration and revisions accordingly.


3. Notice: the Government anticipates releasing the final RFP and the initial task order for Combi Charter Airlift Services to be on or about 14 Sep 2017.

USTRANSCOM / Directorate of Acquisition, Charter Airlift Branch (TCAQ-CP) is issuing a Request for Proposal (RFP) to solicit offers for Combi Charter Airlift Services as described in the Performance Work Statement (PWS). The Government requests any questions in response to the RFP be submitted in writing to Lynda Lang @ lynda.y.lang.civ@mail.mil, Amy Miller @ amy.m.miller50.civ@mail.mil and Mickey Muskopf @ michael.w.muskopf.civ@mail.mil. Due to the time required to research questions and provide answers, questions received less than ten calendar days prior to the due date of offers may not be answered.


The attached package includes the RFP and Attachments 1 through 7. Offerors shall request RFP Attachment 8, Task Order 0001 Pricing Matrix via e-mail from the individuals identified above.
