COMBINED SYNOPSIS SOLICITATION: RFQ P17PS03020

Provide, Deliver and Dispense Bulk Fuels to Hot Springs National Park, Hot Springs, Arkansas as described in the Combined Synopsis Solicitation and its Attachments. The bulk fuels to be provided under a resultant contract are: Regular Unleaded Gasoline (Conventional 87), E-85 (Flex Fuel), and Ultra Low Sulfur #2 (ULS #2) Dyed Diesel. Based on prior years' purchasing data, the average annual gallonage for each type of fuel was:

5,900 gallons for Regular Unleaded

3,500 gallons for E-85

1,900 gallons for ULS #2 Dyed Diesel

The Government offers no guarantees that similar annual quantities will be realized. Quantities ordered may or may not exceed the amounts indicated above.

The three tanks into which fuels will be dispensed are each 500-gallon aboveground Convault tanks, and are all located at 631 Whittington Avenue, Hot Springs, Arkansas.

TYPE OF CONTRACT: This will be a Supply Requirements contract and is expected to be awarded in late October 2017. There is a potential for awarding up to three contracts from this solicitation, as explained in the Combined Synopsis Solicitation.

PERIOD OF PERFORMANCE: The contract(s) shall be for a BASE period of one year from the date of award, with four (4) one-year OPTIONS available. Options are not guaranteed and shall be exercised at the discretion of the Contracting Officer.

NAICS CODE: The North American Industry Classification System (NAICS) Code assigned to this solicitation is 324110.

SET ASIDE: This is a Total Small Business set-aside opportunity.

SMALL BUSINESS SIZE STANDARD: 1,500 employees.

NONMANUFACTURER RULE: The nonmanufacturer rule DOES NOT APPLY to this procurement; therefore, quotes submitted by small business nonmanufacturers will be considered.

SITE VISIT: There are NO site visits scheduled for this solicitation; however, potential quoters are welcomed and encouraged to visit the location where the fuels are to be delivered. To visit the site, please contact Jennifer Meeks at (501) 620-6872, Monday thru Friday between the hours of 8:00 a.m. and 4:00 p.m. central time.

PUBLICIZING: The combined synopsis and its included documents, to include any amendments that may be subsequently issued, can be downloaded from the Federal Business Opportunities (FBO) site at https://www.fbo.gov, and from the FedConnect site at https://www.fedconnect.net. The keyword/reference/solicitation number for this opportunity is P17PS03020. The Contracting Officer will email copies of the combined synopsis solicitation upon your email request; requests must be received no later than close of business on October 10, 2017. It is the responsibility of the quoters however, to monitor the FBO and FedConnect websites to download any amendments which may be issued under this combined synopsis solicitation.

CLOSING DATE AND TIME: Quotes are to be submitted via e-mail to kathryn_logsdon@nps.gov so they are received by the Contracting Office NO LATER THAN FRIDAY, OCTOBER 20, 2017 at 3:00 P.M. CENTRAL TIME. FAXED QUOTES WILL NOT BE CONSIDERED.

AWARD: Quotes will be evaluated for price, and technical and financial capability. Specificities are cited in the 'Evaluation Factors for Award' section of the Clauses and Provisions.

REGISTRATION: All quoters are to have a Unique Entity Identifier* (UEI) number, be registered and active in the System for Award Management (SAM) at https://www.sam.gov, have completed their Representations and Certifications (Reps & Certs) and be represented as a small business under the NAICS Code of 324110, in order to be awarded a contract; therefore, if you are not already registered and active in SAM, or have not completed your Representations and Certifications at https://www.sam.gov, it is strongly advised that you do so at this time. Failure on the part of the successful quoter to fulfill these requirements by the time the Contracting Officer makes award may result in award of the contract being made to the next otherwise successful quoter.
