The purpose of this Sources Sought/RFI is to conduct market research in order to determine whether responsible sources exist. This Sources Sought/RFI is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. The Government anticipates that this requirement will result in a contract award.

No reimbursement will be made for any costs associated with providing information in response to this Sources Sought/RFI or any follow up information requests.

The anticipated North American Industry Classification System (NAICS) code is 541330 Engineering Services. The size standard to be considered small for this effort is $25.5 million.

In accordance with FAR 36.204 the magnitude of construction is more than $10,000,000.

This requirement is for an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract for professional Architectural/Engineering (A/E) services against which delivery orders for specific project requirements will be issued. This contract will consist of a five (5) year ordering period. The current A/E IDIQ ordering period will end on 25 September 2023 and this contract will replace it. The definitive scope of each individual study, investigation, design, project inspection or other services will be as defined in a Delivery Order SOW provided with a request for proposal for each delivery order. The Delivery Order SOW will include the overall intent of the individual delivery order. Equipment lists and/or layouts will be provided upon request but are for informational purposes only. The A/E shall be responsible to recommend efficient and cost effective equipment or layouts.

The A/E shall be capable of performing any combination of the following services. See the HAFB Design Guide for a description of services:

• A/E Design Services (Title IA Investigatory & Title IB Design);

• Limited A/E Construction Supervision and Inspection (Title II);

• Other A/E Services (investigations, studies, or assessments).

This contract is responsible for A/E support at the locations below. Regular onsite visits to the locations listed will be necessary to execute this requirement:

• Hanscom Air Force Base (HAFB) – Bedford, Lincoln, Lexington, MA;

• FAMCAMP – Bedford, MA;

• Patriot Golf Course – Bedford, MA;

• Sagamore Hill Electronics Research Annex – Hamilton, MA;

• Fourth Cliff Recreation Annex – Humarock, MA;

• Cape Cod Air Force Station – Sagamore, MA; and

• New Boston Air Force Station – New Boston, NH
