This is not a formal request for Proposals (RFP) or quotes. No awards will be made from the responses to this announcement. The Government will not reimburse any costs associated with the development and submission of materials in response to this request. There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against NRL shall arise as a result of a response to this Sources Sought Notice or NRL's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement.
Attached to this document is a draft Statement of Objectives. The Government is currently in the planning stages for this procurement and therefore will continue to modify the language within the Statement of Objectives as necessary. Feedback addressing the clarity, feasibility, scope, and potential alternative means of meeting the Government's requirement is sought. The attached document does not represent a final Statement of Objectives.
The Naval Research Laboratory (NRL) is seeking potential firms who have the skills, experience, knowledge and capabilities required to conduct applied research and development studies to help solve current and future United States Navy (USN) problems in the fields of combustion, fire modeling and scaling, fuels and environmental hazards, and fire extinguishment, as set forth in the attached statement of work.
Hughes Associates is the incumbent contractor on contract number N00173-15-D-2002 and N00173-12-D-2002.
In order to aid industry in evaluating their ability to perform the requirement, the following document has been attached and is provided herein this RFI:
The expected place of performance for this requirement is Naval Research Lab, Washington, DC (NRL-DC); NRL Chesapeake Bay Detachment (CBD), located in Chesapeake Beach, MD; and at various contractor, subcontractor, and Government facilities (mainly in the continental United States).
All information and data received in response to this RFI marked or designated as corporate or proprietary information will be protected as such. Please include this notice number on all documents and email. Classified Material shall not be submitted.
Request that all interested offerors provide a capability statement which briefly describes previous and/or current work experience in or relating to the areas listed above. Information must be submitted by the close of this Sources Sought, to TaLisa Boyd, Contract Specialist, email: TaLisa.Boyd@nrl.navy.mil. All information should be submitted via email.
