DISCLOSURE:
This is a Sources Sought notice only. This is not a Request For Proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract, or order.


This Sources Sought is for informational planning purposes only. It is not a Request for Information (RFI) and it is not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services. This Sources Sought does not commit the Government to contract for any supply or service. The Government will not pay for any effort expended or any material provided in response to this announcement. All costs associated with responding to this Sources Sought are solely at the responding parties' expense.


Please note that only boat builders located in the United States are eligible to submit a proposal should an RFP be issued for PB-X (Patrol Boat X). Designs which originate outside the U.S. are permitted as long as the builder can meet all United States manufacturing and other domestic solicitation requirements.


The Government will not be obligated to pursue any particular acquisition alternative because of this Sources Sought. Not responding to this Sources Sought does not preclude participation in any future solicitation, if one is issued.


PURPOSE:
The overall objective of this Sources Sought is to provide industry and interested parties with information that will assist in the understanding of current technical requirements and projected near term schedule for a potential PB-X solicitation. No specific information is required in response to this Sources Sought; however, interested parties may respond and indicate interest as desired.


This Sources Sought is provided as an update to, and supersedes the previous PB-X Sources Sought/ RFI's issued in: June 2015 (solicitation numbers N00024-15-R-2223 and N00024-15-R-2225 issued to NAICS 336611 and 336612 respectively) and December 2015 (solicitation numbers N00024-15-R-2208 and N00024-16-R- 2209 issued to NAICS 336611 and 336612 respectively).


The Naval Sea System Command (NAVSEA) is hereby issuing a Sources Sought on behalf of the Support Ships, Boats, and Craft Program Office (PMS 325), to provide industry the status of the Navy's plans to recapitalize the Navy Expeditionary Combat Command's (NECC) 25 feet and 34 feet Patrol Boats (Force Protection boats) that are currently in use with the NECC Coastal Riverine Force (CRF). Subject to annual appropriations, the Navy intends to replace approximately 100-160 of these boats over the next 15 years with a larger craft with a nominal length of 40-ft. This new craft is currently designated as PB-X. Based on the responses to the previous RFI's, and subsequent Government analysis, the technical requirements for PB-X have been adjusted and are provided in Attachment (1). Listed below are the notable boat requirements that have been revised from previous RFI's:

Other requirements have also been clarified and interested parties are encouraged to fully review Attachment 1 in detail.


PB-X will be designated as an ACAT III program. The Navy plans to award an initial 5-year IDIQ contract in FY17 for at least 18 boats. After contract award the Government will conduct a series of Design Reviews and a Production Readiness Review with the builder that will occur prior to the start of Initial Production. In addition to the delivery of the boat, the successful bidder will provide engineering and design services, crew familiarization training, an initial spares package, technical documentation, configuration management and post-delivery test and logistics support. In order to support follow-on contract awards for additional boats, the Government intends to pursue Government Purpose Rights (GPR)(as defined in DFARS 252.227-7013) to technical data such as work packages from the Contractor's Engineering Department to the Production Department. This work package would consist of a detailed job or material item that is assigned to a single department or trade in the Contractor's organization, and is defined by shop drawings and/or detailed work procedures, and is clearly distinguishable from all other work packages. GPR involves the right to use, duplicate, or disclose technical data for Government purposes only, and to have or permit others to do so for Government purposes only. Government purposes include competitive procurement, but do not include the right to permit others to use the data for commercial purposes.


The notional schedule listed below is provided for planning purposes only. The Government is not obligated to pursue this schedule or a future solicitation because of this Sources Sought.
1. Release draft RFP and final RFP in early FY17.
2. Conduct PB-X Industry Day on Friday, 2 December 2016 at the Morial Convention Center, New Orleans, LA.


Technical requirements provided as Attachment 1 to this Sources Sought may be modified prior to or as part of any future solicitation, if one is issued.


Not responding to this or previous Sources Sought related to PB-X does not preclude participation in any future solicitation, if one is issued.


Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUBZone small businesses, and woman-owned small businesses are encouraged to monitor FBO for updates and to participate in any future PB-X solicitation, if one is issued.


This Sources Sought is the continuation of market research under Part 10 of the Federal Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). Description:


This is a draft Request For Proposals for the Patrol Boat replacement (PB-X) (N00024-17-R-2209). Reviewers should be aware that this Draft RFP does not include all sections and attachments that will be part of the final RFP. This Draft RFP is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor responses to this announcement. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. When and if the Government issues the final RFP, interested contractors will be expected to thoroughly address the requirements thereof regardless of the circumstances surrounding this Draft RFP. Please note, that all Industry responses and questions received for this Draft RFP will be treated as public information and may be released on FEDBIZOPS.


Background and Production Contract Concept:
The Navy is recapitalizing the Navy Expeditionary Combat Command's (NECC) 25 feet and 34 feet Patrol Boats (Force Protection boats) that are currently in use with the NECC Coastal Riverine Force (CRF). Subject to annual appropriations, the Navy intends to replace approximately 120 of these boats over the next 15 years with a larger craft with a nominal length of 40 feet. Current boats OCONUS operate up 3000 hours per year and boats located CONUS operate 1000 hours per year. Given the high annual number of operational hours on the water and number of craft, a simple, reliable and easy to maintain design is highly desired. The high number of boats in inventory and annual operating hours elevate the importance of Total Ownership Cost in this program. The Government is highly interested in design approaches that: minimize fuel consumption; minimize systems and components; maximize scheduled maintenance intervals; have lower scheduled maintenance costs (labor and materials); leverage the Navy's 3M program; provides commonality with other fielded systems; and minimize maintenance training for the end user.


It is the Government's intent that the CRF PB-X be procured utilizing a competitive small business set aside in accordance with Federal Acquisition Regulation (FAR) part 15 with an anticipated RFP release in the first quarter of FY17. The current requirement is for a planned eighteen (18) boats. There is a potential for additional funding over the life of the contract to: 1) procure additional boats for reserve forces and foreign military sales and 2) accelerate procurement of boats intended for active duty forces, therefore the maximum IDIQ limit has been established at forty (40) boats. Minimum quantity is envisioned as three (3) boats for the base award release. The Government contemplates the award to the responsible Offeror whose proposal is determined to offer the best value to the Government, using a Trade Off evaluation process.

The Government will consider all comments received on the Draft RFP. The Government does not commit to providing a response to any comment or question. The subsequent revision to any specification or RFP based on comments received remains solely at the Government's discretion. Gravois Aluminum Boats LLC, doing business as Metal Shark,* Jeanerette, Louisiana, is being awarded an $29,825,856 firm-fixed price, indefinite-delivery/indefinite-quantity single award contract for design and construction of up to 50 patrol boats for the Naval Expeditionary Combat Command. At the time of contract award, 11 patrol boats are being purchased in addition to the initial engineering and design of the patrol boats and data rights to the design. This contract includes options which, if exercised, would bring the cumulative value of this contract to $90,271,218. Work under the first order will be performed in Jeanerette, Louisiana, and is expected to be completed by March 2020. Fiscal 2017 other procurement (Navy) funding in the amount of $18,912,930 will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was competitively procured as a small business set aside via Federal Business Opportunities website with seven offers received. The Naval Sea Systems Command, Washington Navy Yard, District of Columbia is the contracting activity (N00024-17-D-2209).
