Description

This contract action is for the acquisition of service for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Molecular Devices, LLC, 3860 N. First Street, San Jose, CA, 95134-1702, for the acquisition of an on-site performance assurance plan, for a Molecular Device FLIPR-Tetra 96/384 System, S/N: FT0287.

The FLIPR-Tetra is a camera-based fluorescence imaging plate reader that is able to perform simultaneous fluorescence-based measurements on living cells contained in 96- or 384-well plate formats. It also equipped with robotic control of fluidics so that it can add up to three compound additions simultaneously in all 96- or 384-wells. The Fi Flipr Tetra 96/384 System is needed to utilize nucleic acid quantification experiments for NIEHS investigators. This service contract will serve to maintain current working status, on-site visits for repair when necessary and software upgrades as needed. This service contract will enable the Fi Flipr Tetra 96/384 System to operate at optimal levels and quantitate purified nucleic acids that are comparable to what has been historically produced. To ensure that the instrumentation provides reliable and consistent results with minimum downtime, it is necessary to obtain an on-site performance assurance contract. This service contract includes: Parts, labor, travel, one annual preventive maintenance (PM) visit, and priority response.

This requirement is for 1 Year Period of Performance: April 1, 2023-March 31, 2024.

The applicable North American industry Classification System (NAICS) code for this procurement is 811210 “Electronic and Precision Equipment Repair and Maintenance.”

Its associated Business Size Standard is $30.0 Million.

NIEHS will solicit and negotiate directly with Molecular Devices and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Valarie K. Sims at valare.sims@nih.gov and are due by 10:00 AM, on March 30, 2023. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to Molecular Devices.
