SYNOPSIS / PRE-SOLICITATION NOTICE



The General Services Administration (GSA), Great Lakes Region (Region 5), intends to issue a Request for Proposals (RFP) and subsequently award a Firm Fixed Price contract, to Provide and install break resistant transaction windows for the U.S. Bankruptcy Clerk’s Office Reception Desk and the U.S. District Court Clerk’s Office Reception Desk, located at the U.S. Courthouse, 5400 Federal Plaza, Hammond, IN. The work to be performed will be outlined in the Project Specifications and Drawings that will be included as part of the solicitation.





PUBLICIZING:



This announcement serves to comply with the required 15 days that the synopsis should be posted as per FAR 5.203(a). Solicitation with the specifications and drawings will be posted around the week of February 17, 2023 and will remain posted for a period of 30 days as per FAR 5.203(c). Please do not call or write requesting drawings or specifications at this time.



This requirement is being prepared in accordance with FAR Part 36, Construction Contracts, and will be solicited as 100% Total Small Business Set-Aside.



This notice is for informational purposes only and is not a request for submission of offers. The Government is not obligated to issue a solicitation because of this notice.





PROJECT: Provide and Install Break Resistant Transaction Windows for the U.S. Bankruptcy Clerk’s Office Reception Desk and U.S. District Court Clerk’s Office Reception Desk



ESTIMATED MAGNITUDE: Between $25,000.00 and $100,000.00.



LOCATION: U.S. Courthouse, 5400 Federal Plaza, Hammond, IN 46320





TYPE OF PROCUREMENT:



It is anticipated that a Firm-Fixed Price Construction Contract will be awarded requiring submission of a technical proposal, price proposal, as well as past performance or similar job history documentation. The Government intends to award (1) one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, will be most advantageous and provide the best value to the Government in regards price and other factors considered. Payment Bonds or other Alternative Payment Protections for construction contracts will be required.



Contract is expected to be awarded by April 2023. Federal Construction Wage Rates for Hammond, IN (Lake County), will apply.





SAM REGISTRATION:



*All interested offers MUST have an active vendor record in SAM.gov, be a Small Business under the identified NAICS Code 236220 – Commercial and Institutional Building Construction (Size Standard: $45.0 M) and NOT have any active exclusion such as a delinquent federal debt or debarment.

SITE VISIT:



A site visit will be scheduled for this requirement. A date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance.





NOTE:



This solicitation will be issued electronically as will any amendments via SAM.gov. The Government is under no obligation to maintain a bidder's list. It is the potential offeror's responsibility to monitor SAM.gov for any amendments, updates, and responses to questions/answers.



All responsible sources may submit a proposal which shall be considered by the agency. Failure to obtain any amendments and respond to them by the date and time set for receipt of proposal/quotes or amendments may render the offeror nonresponsive and result in the rejection of the offer.



All prospective contractors are required to submit or upload their organization representation and certifications on SAM.gov prior to submitting their offer. Failure to do so will render an offer nonresponsive. No verbal or telephone offers will be accepted.
