The Bid Opening Date is hereby changed from 11 April 2019 to the new date of 25 April 2019 by this amendment.
The U. S. Army Corps of Engineers, Galveston District Office requires a contract for Maintenance Dredging of the Galveston Ship Channel, Entrance Outer and Inner Bar Channel & Houston Ship Channel, Bolivar Roads to Redfish Reef, Galveston & Chambers Counties, TX, Hopper, Deep Draft. Unrestricted Procurement.
THE WORK CONSISTS OF:
Schedule 1 - Dredging -Galveston Entrance Channel, Section Nos. 5, 6, 7 8
and 9. Inner Bar Channel and Bolivar Roads Channel, Section Nos.10,11,12 and 13. Houston Ship Channel, Bolivar Roads to Redfish Reef, Section Nos.14-24. Approximately 2.35 million cubic yards (CY) of shoaled material.
Option 1 - Galveston Extended Entrance Channel, Section Nos. 1, 2, 3, and 4.
Approximately 421,000 CY of shoaled material.
Option 2 -Sea Turtle Trawling and Relocation.
Option 3 - Sea Turtle Trawling and Relocation.
Option 4 - Pipeline Management -Beach Placement Galveston.
Approximately 798,000 CY of dredged material.
1. Completion Time for Schedule No. 1 for this project is estimated at 115 calendar days after acknowledgement of the Notice to Proceed. Option 1 - 15 calendar days after acknowledgement of the Notice to Proceed. Option 2 - 0 calendar days after acknowledgement of the Notice to Proceed. Option 3 - 0 calendar days after acknowledgement of the Notice to Proceed. Option 4 - 60 calendar days after acknowledgement of the Notice to Proceed. If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the Government in an amount to be determined for each calendar day of delay until the work is completed or accepted.
2. The solicitation issued will be a firm-fixed price contract award. Estimated magnitude for this effort is estimated to be more than $10,000,000.
3. Bonding Requirements - The Contractor will be required to provide the Performance and Payment Bonds within 5 calendar days after award. The contractor shall begin work within 10 calendar days after acknowledgement of the Notice to Proceed.
4. Furnish pre-award documents within 2 working days after Bid Opening.
Prior Government contract work is not required for submitting a response to the solicitation.
The Solicitation issued will be Firm Fixed Price. This solicitation is subject to the availability of funds. The Solicitation is an Unrestricted Procurement. The Solicitation will be issued on 28 FEBRUARY 2019. Bid Opening Date is now 25 APRIL 2019 @ 2:00 p.m. local time(CST).

To be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern.
