Synopsis :

This Research and Development (R&D) Open Broad Agency Announcement (OBAA) is being posted by the Department of Homeland Security (DHS), Office of Procurement Operations (OPO) to support the Countering Weapons of Mass Destruction (CWMD) Office R&D mission. This is a 5-year OBAA that will be utilized for the purpose of soliciting research through Topic Solicitations to engage industry and encourage innovative research and development ideas that will help to identify, explore, and demonstrate new technologies and capabilities. These ideas will assist CWMD and stakeholder efforts to prevent, protect against, respond to, and mitigate nuclear, chemical, radiological, and biological threats and incidents. This OBAA provides DHS an acquisition tool having the flexibility to solicit pitch papers and proposals, and then follow-up with awards that are determined to be innovative solutions to the countering of Weapons of Mass Destruction (WMD), as ever-changing urgent operational issues and capability gaps are identified. The R&D Technology Readiness Levels (TRLs) for this OBAA are dependent on the specific CWMD threat being addressed. For chemical/biological/radiological/nuclear threats, TRL 1-7 will be encompassed.

The OBAA will remain "open" for 5 years; however, pitch papers and proposals will only be solicited and accepted during Topic Solicitations. These Topic Solicitations will be posted periodically throughout the 5-year OBAA period as amendments to the OBAA and will provide the details of the Topic Solicitation, i.e. topics, due dates, etc. The first of these Topic Solicitations is included in the OBAA as Attachment A with this notice. Interested Offerors should be on alert for any future Topic Solicitations being issued via an amendment and any changes that would also be issued as amendments to the OBAA, i.e. changes in due dates, etc. All information will be posted on http://www.fbo.gov.

DHS CWMD will hold an Industry Day webinar on May 1, 2019 at 2:30pm Eastern. The purpose of the on-line webinar is to communicate the new OBAA process to interested potential Offerors, as well as share details about upcoming research and development opportunities, which may drive development of Topic Solicitation ideas for this OBAA in the near future. Organizations interested in attending should RSVP via email at CWMDOBAA@hq.dhs.gov on or before April 29, 2019 stating their interest. A URL and conference bridge number will be provided for the Industry Day date and time designated. Since this event will be open to all parties interested in being potential Offerors to OBAA, it is requested that the number of participants per organization, as well as the number of connections per organization be limited to no more than two (2).

The Government does not assume any costs associated with obtaining the draft pre-solicitation documents or industry responses to the draft pre-solicitation documents.
