This work is being considered for Small Business Set-Aside, with potential preference being given to Service Disabled Veteran Owned Small Businesses.

Scope:

Work requires strict adherence to the Standards for preservation and rehabilitation.

The work covered by this Sources sought includes furnishing all equipment, labor, services, supplies, and materials necessary to satisfactorily complete rehabilitation of a residential historic building to the U.S. Department of the Interior’s Secretary Standards for preservation and rehabilitation (hereafter “Standards”).

Typical work includes, but is not limited to the following: repair and replacement of roof and roof drainage; repair and replacement of masonry; repair of existing windows; of exterior doors with more historically appropriate materials; demolition and rebuilding porch(es) to more appropriately match historic look; minor structural upgrades; restoration of interior finishes; upgrades to the kitchen and bath(s) with newer finishes and to a more modern aesthetic.

Work Period: Project Area 1, work would be approximately 8-12 months. For Project Area 2, work would be approximately 8-12 months concurrently.

Contract Areas and Construction Limits: **

**The Government is considering a single project advertisement, or the possibility of a combined project advertisement based on the contractor response for the below listed work. Contractor’s should indicate below whether they would be interested in Project Area 1 or Project Area 2.

Project Area 1: Work will take place within Beverly National Cemetery, in Beverly, New Jersey. Work is solely on the Caretaker’s Lodge and immediate grounds vicinity.

Project Area 2: Work will take place within Beverly National Cemetery, in Beverly, New Jersey, solely on the Caretaker’s Lodge and immediate grounds vicinity; and Annapolis National Cemetery, Annapolis, Maryland, Caretakers Lodge and immediate grounds vicinity.

Capability Statements: Under capability statements below, in addition to listing general experience, specifically include a listing of any National Cemetery Administration projects on which those capabilities were demonstrated, including other historic preservation projects. Responders to this Sources Sought should submit no more than a three-page narrative that outlines the following capabilities:

1. Experience with historic masonry per the Standards for preservation and rehabilitation.
2. Experience with residential-scale preservation and rehabilitation per the Standards.
3. Experience with working in a cemetery.
4. Coordination of work on sites where other Contractors may be concurrently performing work under a separate contract.
5. Performance of the work as a Prime Contractor on a Federal contract.
