Notice of Intent to Sole Source

Naval Medical Center San Diego (NMCSD) intends to award a sole source purchase order under the authority of FAR 13.106-1(b), due to only one source being available to meet the Government's needs, to VRMAGIC INC. at 245 1st ST, Cambridge, MA 02142-1200. Reference number is N0025917N0113. Requirement is for a direct and indirect ophthalmology simulator for NMCSD.
VRMAGIC INC. is the only vendor that can provide an ophthalmology simulator that meets the minimum requirements as listed below:

Minimum Salient Characteristics are as follows:
? Offers a variety of modules/settings that instruct and test on posterior eye examination, including:
o Patient age, race, sex, and other demographic characteristics
o Pupil dilation variances
o Simulated presence/absence of pathology
? Connect to a separate computer that can capture and process the data in a useful manner
o Computer must have high definition monitor for teaching purposes
? Provide for direct and indirect ophthalmology examination methods
? Provide a high definition image to ensure accuracy or representation of pathology
? Provide a wide range of simulated pathologies, with a minimum of:
o Signs of elevated intracranical pressure
o Signs of brain mass/tumors
o Hypertensive crisis
o Diabetic crisis
o Flare of autoimmune disease
o Embolic phenomena
o Systemic hypertension
o Diabetes
o Vascular disease
o Nerve swelling
o Vascular occlusions
o Disc pallor
? Provide testing and feedback of the trainees' performance
? Provide data feedback, to include:
o Percentage of the eye examined
o Whether or not the relevant area is visualized
o Determination of proper diagnosis
? Device must also be able to provide a simulation of a patient encounter and simulate exam positions/ergonomics


Vendor must be able to deliver the required items to Naval Medical Center San Diego (NMCSD), 34800 Bob Wilson Drive, San Diego, CA 92134.


This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the Ophthalmology Simulator. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
