The Naval Air Systems Command (NAVAIR) K/C-130T Program Office (PMA-207) intends to negotiate and award a sole source order against a Basic Ordering Agreement (BOA) with Hamilton Sundstrand Corporation (HSC), a Collins Aerospace Company located at 1 Hamilton Road Windsor Locks, CT 06096. The order will be issued on a sole source basis to HSC, in order to provide the supplies and services necessary to repair and upgrade Electronic Valve Housing (EVH), P/N 826620-2 to a 826650-2 configuration, in support of NP2000 propeller installation on a United States Navy K/C-130T aircraft.

A sole source acquisition will be procured under the authority of FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” HSC is the sole designer, developer, and manufacturer of the NP2000 Propeller Systems and is the only known source with the necessary technical data, proprietary drawings, and expertise required to repair and upgrade EVHs. Therefore, the Government has determined that HSC is the only source capable of meeting the K/C-130T requirement. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
