INFORMATION RECEIVED WILL BE USED TO DETERMINE THE AVAILABILITY OF TECHNICALLY CAPABLE AND OTHERWISE RESPONSIBLE FIRMS THAT WOULD BE INTERESTED IN SUBMITING OFFERS.

The General Services Administration (GSA), Public Buildings Service (PBS) is conducting a market survey and is seeking competent and qualified firms to provide 1) lead abatement and 2) renovation design and construction services for two indoor firing ranges. The first firing range is located in Raymond, MT and the second is located in Babb, MT.


GSA is seeking highly qualified firms with both lead remediation and Design-Build experience specific to the construction or renovation of indoor firing ranges.

The GSA anticipates awarding a contract for the aforementioned services in the second quarter of the fiscal year (between January 2018 and March 2018. The anticipated start date is within the same estimated timeframe. The estimated performance period is 90 calendar days from notice to proceed. The North American Industry Classification System (NAICS) code for this procurement will be 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $36.5 million.

SCOPE OF SERVICES

Lead Abatement


Lead abatement services to be performed at two separate locations (Raymond, MT and Babb, MT). Work is to include lead dust remediation involving the cleaning of all supporting equipment, HVAC supply and return ducts and diffusers, building finishes, equipment, surfaces throughout buildings. Third party clearance testing is required.

D-B Renovation


Design and construction services to renovate two separate indoor firing ranges (Raymond, MT and Babb, MT).

Contractors capable of performing as a prime contractor and that have similar past experience and past performance with lead abatement, and both design and construction of indoor firing ranges, that can meet the requirements stated above are encouraged to submit capability statements no more than five pages in length. Capability statements must include the following information.

1. Name, address, business size, DUNS number, and annual revenue for the past 3 years.


2. Company status: 8(a), HUBZone, SDVOSB, large business, etc.


3. Affiliate information: parent company, joint venture partners, and potential teaming partners.


4. A positive statement of your intention to propose as a prime contractor on any solicitation that may be released as a result of this sources sought notice.


5. Pertinent details for two successfully completed lead abatement projects AND pertinent details for two successfully completed design-build projects for indoor firing ranges. At minimum, provide a brief project summary, contract dollar value, and point of contact information for the individual for whom the project was completed.

Interested firms having the capabilities necessary to meet or exceed the stated requirements are encouraged to submit responses addressing each of the criteria (1-5) as stated above. This sources sought notice is for informational and planning purposes only. It does not constitute a solicitation and is not to be considered as a commitment by the Government. A Contracting Officer's determination will be made to set any projects aside, resulting from this notice, for small or disadvantaged businesses from the qualified sources submitted from this request; therefore, all interested firms are encouraged to submit a response. All firms responding to this sources sought notice are advised that their response to this notice will not be considered for award, all interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice.
