This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and solicitation for commercial Items,” as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-RML-C-2006215 and the solicitation is issued as a Request for Quotes (RFQ).
This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2020-04 January 15, 2020
The North American Industry Classification System (NAICS) code for this procurement is 811219 Other Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $22M. The requirement is being competed full and open competition, un-restricted and without a small business set-aside.
The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for:
1 Year Service & Support Contract for MiSeq S/N M03210
1 Year Service & Support Contract for Miseq S/N M03264
Support Plan must include: Full coverage for parts, labor, and travel; Reagent replacement upon HW failures; 1 PM; Remote Technical Support 18x5; 2 business day on-site response target*; control SW and HW updates; on- site applications support; discounts on advanced training; remote monitoring available.
P.O.P. Period of Performance - 04/01/2020 – 03/31/2021
This agreement must be invoiced quarterly or monthly in arrears and confirmed as such in quotation. Illumina is the manufacturer, and this equipment must be serviced by Illumina Certified Technicians. Must use OEM parts and cover all monitors, computers and software and hardware updates attached to these systems. All responsible sources who are certified by Illumina as authorized third-party repair vendors may submit a proposal showing their capabilities and past performance repairing this type of equipment. The vendors shall provide certification from original equipment manufacturer, Illumina, that they are authorized to perform these services, have access to OEM parts and supplies as well as proprietary Illumina software updates. All responsible sources may submit a response that may be considered.
The Contractor shall provide all necessary parts and equipment necessary to perform remedial repair and planned maintenance of the above equipment.
No Government-furnished materials are provided under this contract.
Technical support, remedial repair as needed, and one annual planed maintenance
All work will be inspected and approve by Craig Martens, Genomics Unit, RTS, RTB at the completion of any repairs and at the completion of the annual maintenance.
All work will be completed in accordance with industry standards.

The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein. The award will be based on the following; technical capability to meet the requirements and price.
