Synopsis of Tyndall AFB FL Civil Engineer BOS

The 325th Contracting Squadron (325 CONS/LGCB) at Tyndall AFB, FL is conducting an acquisition for a follow-on Civil Engineering (CE) Base Operations Support (BOS) service contract. This pre-solicitation synopsis is being issued for non-personal services for Civil Engineering BOS services at Tyndall AFB, FL.

Note: The description contained within this synopsis is a summary of the required services and is not intended to be all inclusive. Services include but may not be limited to maintenance and repair of facilities, infrastructure, real property and accountable real property installed equipment (RPIE) at Tyndall AFB, FL and any attached or related properties under the control of Tyndall AFB, FL. This includes (1) operations support, (2) infrastructure systems, (3) heavy repair, (4) facility systems activities, and (5) operations engineering. Broad examples of included activities are heating ventilation and air conditioning (HVAC) maintenance and repair, plumbing and electrical maintenance and repair, fire suppression maintenance, airfield maintenance, work request management, security alarm, structural maintenance and repair, and roof maintenance. This activity also maintains and operates base-wide CE customer interface.

A single firm-fixed price (FFP) contract will result from the solicitation. There will be a 45-day mobilization period scheduled to begin on or about 16 Nov 2017 . The contract shall consist of a 5-month base period (which includes a 45-day mobilization period), and will consist of four 1-year option periods, with a fifth option period of 7 months. The request for proposal (RFP) will be posted on or about 13 Jan 2017 and proposals are anticipated to be due on or about 22 Feb 2017 . This will be an electronic solicitation release.

A site visit is tentatively scheduled on or about 23 Jan 2017 . Details of the visit will be published in a separate notice and no hard copies will be mailed. Solicitation, amendments, and other miscellaneous documents will be posted to the Federal Business Opportunities website at http://www.fbo.gov. It is the responsibility of each offeror to review the web page for notice of amendments, updates, or changes to current information.

This requirement will be conducted under the Small Business 8(a) program and will be evaluated using a Tradeoff Source Selection Process. The factors to be evaluated are technical, past performance, and price. Past performance is significantly more important than price. All responsible 8(a) firms may submit a proposal which shall be considered. Contact with Government personnel other than the 325 CONS personnel listed below by potential offerors or their employees regarding this project is strictly prohibited.

In order to be eligible for award, registration under the correct North American Industry Classification System (NAICS) code in the System for Award Management (SAM) database is required. This amendment adds two more attachments to this solicitation.

The first attachment is a map with directions for the site visit scheduled for 2 Feb 17. When arriving on Tyndall AFB prior to the 8:00 am (CST) pre-proposal conference, stop at the Visitor's Center, also identified as Pass & ID on the map, and pick up the pass that allows access to the base for those that registered to attend by the cutoff date of 31 Jan 17. A security check has to be run on all conference attendees prior to their admittance to the base for the site visit conference.


The second attachment is a list of questions and answers that was conducted as a part of the "draft RFP" requesting industry input in Oct 16. This information is provided with the intent to prevent possible duplication of questions that have already been asked and answered.

This change to the Tyndall BOS solicitation is to add the pre-proposal conference slides and list of attendees from the 2 Feb 17 Site Visit.

Questions relating to this solicitation are due to Ms. Bobbie Davis via e-mail at, bobbie.davis@us.af.mil, no later than 10 Feb 17 at 2:00 pm CST. RFP Atch 12, Question/Comment Form, is required for question submittals. When submitting multiple questions, use one form for each question. All questions, when answered, will be posted to FBO.

UPDATE (17 Feb 17).

The purpose of this update is to inform interested parties that following the Pre-Proposal Conference/Site Visit, 135 questions were received by 10 Feb 17. It is anticipated that the due dates for past performance (Volume IV) and due date for the remainder of the proposal (Volumes I-III) will be delayed until all questions are answered and posted to FBO. Please continue to monitor this posting for future updates.

Amendment 0001 to RFP FA4819-16-R-6001 changes the Past Performance Volume IV due date from 23 Feb 17 to 1 Mar 17 at 2:00 pm CST. It changes the remainder of the proposal volumes (Executive Summary Vol I, Technical Proposal Vol II, and the Price Proposal Vol III) due date from 6 Mar 17 to 28 Mar 17 at 2:00 pm CST. Also included are Past Performance questions and a revised Atch 4 Price Matrix.
