Statement of Work
Syracuse Veterans Administration Medical Center (VAMC)
Generator Room Dampers
Background: The Syracuse VAMC, 800 Irving Ave Syracuse, NY 13210 is currently seeking a procurement of replacement Dampers in our Emergency Generator room.
.
The Generator room is the nerve center of the facility during a power disruption, the absence of functional dampers could affect patient care.

Scope of Work:

Contractor shall provide exterior isolation dampers on the West wall of the emergency generator room in our Syracuse facility.

Contractor shall furnish all parts to install the dampers in the existing plenum openings in the wall for the intake and exhaust. Dampers will be broken into sections that will fit through existing access doors and able to be reassembled in place.

The intake dampers, labeled on drawing as Damper1, consist of 3 plenum openings 83 ½ X 145 , each set of dampers will be separated into 4 equal sections for installation, and hardware is to be provided to join the sections together.

The exhaust dampers, labeled on the drawing as Damper 2, consist of one plenum opening of 107 ½ X 143 ½ , this set of dampers will be separated into 4 equal sections for installation, and hardware is to be provided to join the sections together. The other exhaust damper, labeled on the drawing as Damper 3, consist of one plenum opening of 148 ½ X 143 ½ , this set of dampers will be separated into 6 equal sections for installation, and hardware is to be provided to join the sections together.

Dampers shall bear the AMCA Certified Ratings Seal for Air Performance Air Leakage and Efficiency in accordance with AMCA 511

Dampers must meet AMCA certified energy performance ratio of at least 593% and be constructed in the USA.

Dampers blades are to be constructed of extruded aluminum internally insulated, thermally broken with silicone seals. All blades are to opposed style in a horizontal orientation.

Damper frame will made of aluminum with structural channel for stability

Damper linkage will be constructed with 316 stainless steel and concealed in frame out of the airstream to prevent corrosion from salt.

Dampers will fail to the open position.

Actuators will be 24v power closed spring open with a minimum torque of 270 in/lbs., and direct coupled. One actuator will be on each section of dampers with hardware to mount them.

Dampers will have all jack shafting and actuator linkage with schematic and assembly instructions.
Safety Requirements

In performance of this contract, safety requirements on federal, state, and local levels must be adhered to. If any discrepancies are found during a Federal, state, or local inspection, the contractor is responsible to service and bring up to date the recommended fix to adhere to whichever guidelines were not met. Additionally, the Contracting Officer or his/her designee will notify the contractor of any noncompliance with the foregoing provisions and the action to be taken. The Contractor shall, after receipt of such notice, immediately correct the conditions to which attention has been directed. Such notice, when served on the Contractor or his/her representative at the site of the work, shall be deemed sufficient for the purpose aforesaid. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all and any part of the work and hold the Contractor in default.

Place of performance

Product will be delivered to our loading dock of the facility between the hours 0730-1500 Monday through Friday excluding National Holidays.
Inspection

Upon arrival warehouse staff will inspect for exterior damage, any damaged items will be refused at the dock. Upon un packaging any concealed damage will be the responsibility of the supplier.
