Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends negotiate and award Firm-Fixed Price (FFP) delivery order under sole source Basic Ordering Agreement (BOA) N00019-19-G-0011 to Lockheed Martin Corporation – Missiles Fire Control (LMMFC), Orlando, FL to support the USN requirement to manufacture, test, and deliver qualified Flight Termination System (FTS) and Telemetry (TM) Batteries for use in the common Joint Air-to-Surface Standoff Missile (JASSM) and Long Range Anti-Ship Missile (LRASM) Intelligent Test Instrumentation Kit (iTIK) utilizing qualified Government Furnished Property (GFP) NiMH battery cells. The proposed action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.” Lockheed Martin is the sole designer, developer, manufacturer, and integrator of the LRASM, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis and in a cost effective manner.
