Statement of Work
Perform Engineering System Studies
Project # 610A4-24-203

GENERAL

Contractor shall provide all needed labor and materials to perform engineering system studies on the water system supporting Building 1 and the two expansion medical towers. Study is necessary to see what upgrades are needed for the fire sprinkler and domestic water systems for Building 1 and the two medical tower expansions, if they are built. Studies will be done on the sprinkler system and domestic water systems in building 1 at the VA Northern Indiana Health Care System Fort Wayne Campus.

Specific Scope:

Perform all needed engineering system studies on the fire sprinkler system and domestic water to determine what updates are required if both medical towers are built on the South side of Building 1.
The medical towers refers to an expansion on the south side of building 1.
East medical tower is approximately 15,000 sq ft (per floor) and will potentially be 6 stories tall (approximately 90,000 sq ft total). The east tower basement and 1st floor have already been constructed.
West medical tower is approximately 15,000 sq ft (per floor) and will potentially be 6 stories tall (approximately 90,000 sq ft total). Construction of the west tower basement and 1st floor is scheduled to commence later this year.
Study should reflect what is necessary for the completion of two six-story medical towers totaling 180,000 additional sq-ft.
Determine what water system upgrades are needed (if any) to support the new towers, should the towers be expanded beyond the first floor.
Design shall comply with applicable sections of the Technical Information Library on the Office of Construction and Facilities Management (CFM) website www.cfm.va.gov. Project is to be designed to comply with the latest codes as outlined in the VHA Program Guide PG-18-3, Topic 1 Codes, Standards, and Executive Orders on the TIL. Contractor will be responsible for complete functional design and provide bidding documents meeting those requirements. Deliverable & Period of Performance:

Firm shall provide an evaluation and a report with recommendations within 120 days of notice to proceed (NTP).

Location:

All work to be completed at the VA Northern Indiana Health Care (VANIHCS) Ft Wayne Campus, 2121 Lake Ave, Ft Wayne, IN 46805.
SELECTION CRITERIA.

The government will evaluate each potential contractor under the terms of its:

Professional qualifications necessary for satisfactory performance of required services;

Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials;

Capacity to accomplish the work in the required time;

Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules;

Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project.
